【導(dǎo)讀】仍缺乏法律意義上的、制度上的科技評(píng)估管理。加強(qiáng)科技評(píng)估管理已提到管理者的議事日程。范化方向發(fā)展，科學(xué)組織科技評(píng)估活動(dòng)，為委托方提供專業(yè)化的評(píng)價(jià)、判斷和預(yù)測(cè)。按科技評(píng)估管理的二重屬性，建立相應(yīng)的法律制度、管理制度以及獨(dú)立評(píng)估辦法?？萍荚u(píng)估在我國(guó)已有十多年的發(fā)展歷史，現(xiàn)全國(guó)。的科技評(píng)估機(jī)構(gòu)近百家，已有形成科技評(píng)估行業(yè)的趨勢(shì)。為更好地發(fā)揮科技評(píng)估的作。張強(qiáng)男（漢）吉林人，吉林省科技評(píng)估有限責(zé)任公司董事長(zhǎng)，研究員，科研管理。在廣義的科技評(píng)估概念中，我們把科技評(píng)估范圍分為兩大部分。科技評(píng)估屬于軟科學(xué)中的技術(shù)經(jīng)濟(jì)學(xué)。將科技評(píng)估歸于技術(shù)經(jīng)濟(jì)學(xué)更有利于對(duì)評(píng)估的理論研究，更好地指導(dǎo)評(píng)估實(shí)踐。4月國(guó)家科委批準(zhǔn)成立國(guó)家科技評(píng)估中心，誕生了國(guó)家級(jí)評(píng)估機(jī)構(gòu)。上海、湖南等地率先成立了科技評(píng)估機(jī)構(gòu)和開展了科技評(píng)估工作。
