三套房房貸,并且叫停非本地居民房貸等。此外,這次的政策中還有一些缺口未直接規(guī)定,如將采取限定購房套數(shù)等“臨時性措施”的權(quán)力賦予了地方政府。 加快建設(shè)住房信息系統(tǒng)值得注意的是,“國十條”要求住建部加快個人住房信息系統(tǒng)的建設(shè)。這意味著,個人跨區(qū)域購房行為將得到有效監(jiān)控??梢暈閷Ξ惖爻捶坎挥栀J款的補(bǔ)充,個人跨區(qū)域的購房信息將得到有效監(jiān)管與披露。 高房價地區(qū)三套房停貸此前金融機(jī)構(gòu)對房貸所做出的最嚴(yán)厲規(guī)定,就是二套房貸首付40%?!皣畻l”將90平方米以上的首套房貸首付比例嚴(yán)控在30%以上,二套房首付比例更達(dá)到50%以上。同時,要求對商品房價格過高、上漲過快、供應(yīng)緊張的地區(qū),根據(jù)風(fēng)險狀況,第三套及以上住房貸款暫停發(fā)放。針對開發(fā)商,對存在土地閑置及炒地行為的,不得發(fā)放新開發(fā)項(xiàng)目貸款,證監(jiān)部門暫停批準(zhǔn)其上市、再融資和重大資產(chǎn)重組。6 結(jié)論總之,造成我國商品房價格過高的因素是多方面的,包括我國房地產(chǎn)市場供求失衡,商品房開發(fā)建設(shè)成本增加,投資性購房增長過快,不合理財(cái)政體制、金融政策以及傳統(tǒng)文化、非理性預(yù)期等。要解決我國商品房價格過高的問題,需要調(diào)整中央和地方的稅收和其他收入的分配問題;降低由市場渠道供應(yīng)商品住房的需求;擴(kuò)展民間資本的投資途徑,放松金融的管制及擴(kuò)大百姓可以投資和理財(cái)?shù)念I(lǐng)域,緩解房地產(chǎn)業(yè)的需求壓力,加強(qiáng)對外資進(jìn)入我國房地產(chǎn)市場的管理;構(gòu)建住房梯級供應(yīng)的體系。只有以上措施多管齊下加上社會各方的努力,我國商品房價格才能逐漸趨于一個合理的價格范圍。參考文獻(xiàn):[1][Z].://.[2]曹丹、[J].(4):4547.[3],利弊得失與變局[N]..[4][J].(9):3133.[5]中國人民銀行,《2004 年中國房地產(chǎn)金融報(bào)告》[R]. ://. The problem of housing price being exorbitant is being everincreasing serious, which will lead to a series of problems to the development of national economy and people39。s daily lives. This paper focuses on operating mechanism of the real estate market. In order to make out the formation mechanism of real estate price and the cause of the exorbitant housing price, and to put forward the corresponding countermeasures against it, the paper analyses the ponent elements of housing price from multidimensional perspective. With respect to research methodology, the paper employs both qualitative and quantitative, macroscopic and microscopic methods. By making use of the knowledge such as economics and social psychology, the paper probes into the basic characteristics of the current real estate market and the reasons for the overrapid increase of housing price. As to the content, the paper gives a discription of the basic state and trend of the development of China39。s real estate market, and makes an analysis on many factors for housing price increase in China, pointing out that among these are the uneven supply and demand in China39。s real estate market, the increase in the costs for housing development and construction, the excessive growth of investment housing purchase, and other factors such as traditional culture and irrational expectation.
