【正文】 任。為此，政府應(yīng)加快市場(chǎng)化的改革，廢除行政審批制度，鏟除“尋租”活動(dòng)的基礎(chǔ)；完善處理產(chǎn)權(quán)的規(guī)章制度和加強(qiáng)監(jiān)督，制止蠶食和鯨吞公共財(cái)產(chǎn)的犯罪行為；實(shí)現(xiàn)交易過(guò)程的透明化和保證公民的知情權(quán)等憲法權(quán)利的行使以及對(duì)政府的有效監(jiān)督。政府不僅僅是作為投資者，它同時(shí)還是管理者，肩負(fù)著為所有創(chuàng)新活動(dòng)提供環(huán)境支持和制度支持的使命，徹底轉(zhuǎn)換以前政府在國(guó)有企業(yè)改革中的角色，實(shí)現(xiàn)誘導(dǎo)制的制度變遷。（五）完善社會(huì)保障體系東北老工業(yè)基地的國(guó)有企業(yè)比重大，歷史長(zhǎng)，冗員多，下崗人員比較多。薄熙來(lái)說(shuō)，遼寧在歷史上曾經(jīng)有1000萬(wàn)國(guó)有企業(yè)職工，現(xiàn)在有退休職工290萬(wàn)，享受最低生活保障的人數(shù)也有165萬(wàn)，失業(yè)人口達(dá)到97萬(wàn)5東北網(wǎng)，遼寧新聞，2003年9月6日。這不僅是經(jīng)濟(jì)問(wèn)題，還是社會(huì)問(wèn)題。要實(shí)現(xiàn)東北國(guó)有企業(yè)的振興，進(jìn)行企業(yè)的改革，必然涉及到下崗分流問(wèn)題。關(guān)鍵是要完善社會(huì)保障體系，完善各項(xiàng)社會(huì)保障制度。建立健全城鎮(zhèn)社會(huì)保障體系，為廣大參保職工和離退休人員提供適當(dāng)水平的基本生活保障，使他們老有所養(yǎng)、病有所醫(yī)、失有所補(bǔ)、弱有所助、安居樂(lè)業(yè)，維護(hù)社會(huì)穩(wěn)定，從而為推進(jìn)東北老工業(yè)基地國(guó)有企業(yè)改革創(chuàng)造良好的社會(huì)環(huán)境。振興東北老工業(yè)基地的任務(wù)是艱巨的，其中國(guó)有大中型企業(yè)的問(wèn)題是所有問(wèn)題的焦點(diǎn)，也是該項(xiàng)工作的突破口。面對(duì)東北改革的現(xiàn)實(shí)，制度創(chuàng)新實(shí)現(xiàn)老工業(yè)基地振興的關(guān)鍵。在分析我國(guó)國(guó)有企業(yè)創(chuàng)新的歷程，東北老工業(yè)基地原有制度的缺陷的基礎(chǔ)上，提出實(shí)現(xiàn)產(chǎn)權(quán)多元化，鼓勵(lì)私營(yíng)企業(yè)參與，引進(jìn)外資、跨國(guó)公司推進(jìn)國(guó)有企業(yè)改造等制度創(chuàng)新的主要途徑。在具體的實(shí)踐中我們還應(yīng)正確處理各種配套措施，確保振興東北老工業(yè)基地工作取得最大的成功。 參考文獻(xiàn)：[1][M].長(zhǎng)春出版社，2001.[2][M].西南財(cái)經(jīng)大學(xué)出版社，2002.[3]王瑞璞,[M].中國(guó)經(jīng)濟(jì)出版社，2002.[4]（上）[M].中國(guó)財(cái)政經(jīng)濟(jì)出版社，2002.[5]郜振廷,[M].中國(guó)經(jīng)濟(jì)出版社，1998.[6][M].復(fù)旦大學(xué)出版社，2002.[7][M].廣西師范大學(xué)出版社，1998.[8][M].中國(guó)發(fā)展出版社，1996.[9]，振興東北老工業(yè)基地在中國(guó)科協(xié)2003年學(xué)術(shù)年會(huì)上的講演[N]，文匯報(bào),2003108.Speeding up the System Innovations of the SOEs to Develop the Northeast Old Industrial Base LIU Zhenqiang(Center for China Public Sector Economy Research, Jilin University, Changchun 130012, China)Abstract: It is very important both economically and politically for China to put forward the development of the Northeast old industrial Base.
