【正文】 ation and Limitations of PPP Financing ModeXu lanying，Sun xiuying(Liaoning University of Technology, Jinzhou China ，121000 )[Abstract]：As a new project financing mode based BOT, PPP (Public Private Partnerships) overes the limitation of traditional financing mode and make improvements in many aspects, such as the conversion of the role of the government, the organization of the project operation and risk management. These innovations have promoted the application of PPP in the infrastructure and public construction projects in china. But at present, this mode has also some shortings. First, the project organization is too plex and can hardly coordinate. Second, it is difficult to restrain the private enterprises from speculation. Third, the government performs properly its duties in PPP.
