In accordance with the principle of convenient, effective, efficient, take the first pilot, and then gradually open the way to avoid across the board, to ensure the presence of organs directly under the unified management of progressing smoothly.七個問題直逼縣直紀委改革多年來,縣直紀檢監(jiān)察組織能夠積極對本單位、本系統(tǒng)、本部門的黨員干部遵守執(zhí)行黨紀政紀情況進行監(jiān)督檢查,查處發(fā)生在管轄范圍內(nèi)的違紀違規(guī)行為,研究符合自身實際的反腐倡廉建設任務,取得了較好的工作成效。但客觀地說,由于形勢的發(fā)展變化和各項改革的深入實施,縣直紀檢監(jiān)察組織建設的現(xiàn)狀與當前反腐倡廉的新形勢、新要求、新任務相比還存在諸多不相適應的地方,存在如下七個問題:問題一:關系不夠順暢。在現(xiàn)行的領導體制下,縣直紀委形同單位的一個內(nèi)設機構(gòu),不能充分發(fā)揮監(jiān)督職能。在人事任免、辦公經(jīng)費、福利待遇等一系列問題上,全部依賴本單位,存在著依附關系。加之縣直紀檢監(jiān)察機構(gòu)的工資、福利、辦公經(jīng)費等由單位負責,單位對紀委的權(quán)益有一定的掌控權(quán)和話語權(quán),從而影響了整體工作。問題二:職責不夠清晰。目前,縣直紀委設紀委書記1職,所謂配備的紀委委員全部為兼職。絕大多數(shù)紀委書記在單位還分管常務等工作,甚至有的在班子中還分管業(yè)務工作,紀檢監(jiān)察機構(gòu)陷入單位具體的日常工作,從事紀檢監(jiān)察本職工作的精力得不到保障。同時因改革還沒有完全到位,以致有些工作開展起來難度大、困難多、關系也不是十分順暢,實際工作效果與要求還有較大差距。問題三:監(jiān)督不夠有力。紀委書記在班子中是單位的副職,按照現(xiàn)行的領導體制,其級別為副科,監(jiān)督單位的一把手(正科)或其他班子成員(正副科),下級監(jiān)督上級,同級監(jiān)督同級,要承受巨大的工作壓力。同時,提拔要靠單位一把手推薦,考核或民意測評要靠單位干部職工劃票,這種現(xiàn)實狀況使基層紀檢監(jiān)察機構(gòu)難以獨立地行使職權(quán),一定程度上存在著不敢監(jiān)督、不能監(jiān)督、不愿監(jiān)督的現(xiàn)象。問題四:業(yè)務不夠精通。當前反腐倡廉的任務越來越艱巨,違紀的手法和形式越來越詭秘,呈現(xiàn)出高智能化、高科技化的趨勢,反調(diào)查能力在不斷增強。而基層紀檢監(jiān)察干部長期在同一部門、同一崗位、同一領域工作,缺乏統(tǒng)一的、專門的業(yè)務指導,加之上一級培訓條件和培訓水平有限,難免產(chǎn)生知識結(jié)構(gòu)單一、辦案手段傳統(tǒng)、執(zhí)紀能力相對落后的不足。問題五:隊伍不夠精干。通過調(diào)查發(fā)現(xiàn),當前縣直紀委書記大多年齡偏大,面臨著切身利益的困擾。從知識結(jié)構(gòu)上看,雖然大多是法律、經(jīng)管專業(yè),但大部分都沒有經(jīng)過系統(tǒng)的培訓。面對新時期紀檢監(jiān)察工作,人員素質(zhì)與新形勢新任務的需要還有差距。部分同志在工作中仍然照搬老一套,存在“多一事不如少一事”的想法,不愿積極主動創(chuàng)新方法,難以適應新的要求。問題六:作風不夠硬朗。有些同志沖不破“人情網(wǎng)”,頂不住“說情風”,碰不得“硬對手”。由于長期與違紀人員工作生活在同一個地方,因此礙于情面,顧慮重重,致使查案不深入,執(zhí)紀不到位;在辦案過程中,當遇到某些領導干部為違紀人員求情,甚至利用職權(quán)施加壓力的情況時,有的容易放棄原則,屈從讓步;加之基層紀檢干部的人事關系、工資待遇以及政治前途都與所在系統(tǒng)部門存在著緊密聯(lián)系,因此對于某些“特權(quán)”違紀人員,缺乏斗爭精神,為自己留“后路”。問題七:思想不夠穩(wěn)定。在工作方面,有的直屬機關紀檢組干部常常費力不討好,因履行監(jiān)督職能而得罪人;在待遇方面,有的直屬機關紀檢組干部經(jīng)濟待遇不高,與其他經(jīng)濟部門干部相比,獎金、福利、補貼差距較大;在生活方面,直屬機關紀檢組干部往往是別人能去的地方自己不能去,別人能拿的東西自己不能拿,在一定程度上形成了紀檢組干部的心理落差,導致一部分干部思想不穩(wěn)定,不能安于本職工作。正視現(xiàn)實情況和當前存在的主要問題,就必須對縣直紀檢監(jiān)察機構(gòu)實施改革,進行統(tǒng)一管理,這關系到黨風廉政建設和反腐敗工作的大局,關系到事業(yè)興衰成敗的大局。在實施改革過程中,要做好以下幾項工作:一要改革管理體制。從鄉(xiāng)鎮(zhèn)實施派駐管理的實踐看,要實施縣直紀委統(tǒng)一管理,必須由紀檢監(jiān)察機關直接負責,派駐機構(gòu)要對發(fā)現(xiàn)的情況和問題直接向紀檢監(jiān)察機關請示報告。二要落實人員編制。組織、編制、人事部門要按照縣紀委的意見,及時落實人員和編制,人員考察使用必須經(jīng)紀委常委會議研究提出任用建議,由組織部門呈報同級黨委常委會討論決定。三要配齊配強人員。要按照中央五部委9號文件和有關紀檢監(jiān)察隊伍建設要求,采取公開招考的方式,嚴格把好入口關,擇優(yōu)選配派駐紀檢監(jiān)察干部。四要加強制度建設。在界定派駐機構(gòu)工作職責和工作權(quán)限的基礎上,要制定齊全的制度,為派駐機構(gòu)全面履行職責提供堅強有力的機制制度保障,保證派駐機構(gòu)各項工作在制度規(guī)范下運行。五要穩(wěn)步推進進行。要按照便利、管用、高效的原則,采取先行試點,再逐步推開的方式進行,切忌一刀切,確保直屬機關派駐機構(gòu)實行統(tǒng)一管理工作進展順利。28
