然氣管網(wǎng)已通過項(xiàng)目區(qū),本項(xiàng)目熱源采用天然氣。燃?xì)忮仩t對(duì)環(huán)境不會(huì)產(chǎn)生影響,對(duì)該地區(qū)不構(gòu)成污染。廢水主要為生活污水,經(jīng)化糞池處理達(dá)到允許排放標(biāo)準(zhǔn)后排入城市管網(wǎng)。垃圾該項(xiàng)目建成后產(chǎn)生少量生活垃圾,應(yīng)有專人定時(shí)清理,并送到規(guī)定的封閉式垃圾箱內(nèi),由環(huán)衛(wèi)人員運(yùn)至垃圾處理廠。四、綠化綠化工作與項(xiàng)目建設(shè)基本同步,盡可能增大綠化覆蓋率,以改善環(huán)境,凈化空氣。五、消防依據(jù)中華人民共和國(guó)《消防法》和《建筑設(shè)計(jì)防火規(guī)范》規(guī)定,設(shè)置必要的消防設(shè)施,本項(xiàng)目可能發(fā)生火災(zāi)的建筑主要是鍋爐房和配電室,因此項(xiàng)目區(qū)建筑物耐火等級(jí)為二級(jí)。所有建筑設(shè)計(jì)必須按“建筑設(shè)計(jì)防火規(guī)范”設(shè)計(jì)。鍋爐房、庫(kù)房等建筑配備滅火器具。制定消防制度,防患于未然,設(shè)火警報(bào)警設(shè)施,并與消防隊(duì)建立聯(lián)防關(guān)系一旦有火情,及時(shí)救援。第十三章 經(jīng)營(yíng)組織和人員安排及技術(shù)培訓(xùn)一、組織機(jī)構(gòu)xx市蔬菜工廠化育苗基地項(xiàng)目由xx市xx公司承擔(dān),項(xiàng)目新增人員包括:溫室內(nèi)種苗工作人員 25人溫室內(nèi)材料供應(yīng) 1人供熱、供電、機(jī)修及溫控 3人管理技術(shù)人員 2人二、經(jīng)營(yíng)管理項(xiàng)目建成后按企業(yè)管理的模式進(jìn)行管理,種苗種植生產(chǎn)成本按現(xiàn)行財(cái)務(wù)制度進(jìn)行核算,種苗的銷售、利稅、效益嚴(yán)格遵照財(cái)務(wù)制度詳細(xì)核算。三、技術(shù)依托及技術(shù)培訓(xùn)技術(shù)依托本項(xiàng)目以xx市蔬菜科學(xué)研究所作為技術(shù)依托單位。該所技術(shù)力量雄厚,專業(yè)技術(shù)人員素質(zhì)較好,設(shè)備設(shè)施相對(duì)齊全,目前有專業(yè)技術(shù)人員20名(其中高級(jí)農(nóng)藝師5名),現(xiàn)有智能化玻璃溫室3000平方米,日光節(jié)能溫室5幢,實(shí)驗(yàn)地50多畝,栽培設(shè)施完善,長(zhǎng)期從事蔬菜育苗和種植,蔬菜培育技術(shù)成熟,2005年完成“蔬菜工廠化育苗基地技術(shù)研究項(xiàng)目”,在番茄、黃瓜、菜瓜、辣椒、西蘭花、甘藍(lán)、茄子、萵筍和芹菜等蔬菜品種培育方面取得了突出成績(jī),并總結(jié)出了許多適合我省的成功經(jīng)驗(yàn)。本項(xiàng)目重點(diǎn)依托的技術(shù)主要包括:蔬菜新品種引進(jìn)、培育示范,培養(yǎng)基質(zhì)的選擇及主要蔬菜品種育苗技術(shù),無土栽培技術(shù),苗盤應(yīng)用技術(shù),蔬菜培育信息管理技術(shù),工廠化育苗及集約化管理技術(shù),高效日光溫室高產(chǎn)優(yōu)質(zhì)綜合配套技術(shù)等。人員培訓(xùn)(1)培訓(xùn)對(duì)象培訓(xùn)對(duì)象主要包括溫室種植的管理人員、技術(shù)人員、技術(shù)工人等。(2)培訓(xùn)方式分外出培訓(xùn)和內(nèi)部培訓(xùn)兩種方式,外出培訓(xùn)由公司組織,主要學(xué)習(xí)、了解、掌握先進(jìn)的管理經(jīng)驗(yàn)和技術(shù),為項(xiàng)目實(shí)施培養(yǎng)高層次的管理人才和技術(shù)人才;內(nèi)部培訓(xùn)由技術(shù)依托單位組織,采用室內(nèi)教學(xué)和現(xiàn)場(chǎng)操作相結(jié)合,集中教學(xué)和分散教學(xué)相結(jié)合,通過組織培訓(xùn)班,請(qǐng)專家講課或現(xiàn)場(chǎng)指導(dǎo)示范等靈活多樣的培訓(xùn)措施和培訓(xùn)方式,切實(shí)提高項(xiàng)目技術(shù)人員和技術(shù)工人的理論素質(zhì)和操作水平。(3)培訓(xùn)內(nèi)容技術(shù)工人和操作工人的培訓(xùn)以上崗技術(shù)培訓(xùn)為主,并結(jié)合從事的工作內(nèi)容加強(qiáng)安全生產(chǎn)知識(shí)培訓(xùn)。專業(yè)技術(shù)人員培訓(xùn)主要針對(duì)的是各自從事的專業(yè)知識(shí)、監(jiān)控和信息等培訓(xùn)。管理人員培訓(xùn)以學(xué)習(xí)、了解、掌握先進(jìn)的管理經(jīng)驗(yàn)和技術(shù)為主。安全知識(shí)和無公害生產(chǎn)技術(shù)培訓(xùn)應(yīng)進(jìn)行專項(xiàng)培訓(xùn),使公司每個(gè)生產(chǎn)者和參與者都能了解和掌握相關(guān)要求。第十四章 節(jié)能本項(xiàng)目建后能源消耗主要是水和電。根據(jù)《中華人民共和國(guó)節(jié)約能源法》和《國(guó)家節(jié)能技術(shù)大綱》的要求,在利用太陽(yáng)能、水、電和供熱設(shè)備的選型、運(yùn)行管理方面力爭(zhēng)降低能耗。節(jié)能措施如下:采用節(jié)水灌溉工程——滴灌技術(shù)隨著社會(huì)經(jīng)濟(jì)的發(fā)展,人口的增加,對(duì)水的需求量越來越大,水的供應(yīng)日趨緊張,水資源已成為制約國(guó)民經(jīng)濟(jì)發(fā)展的因素之一,因節(jié)約用水已成為當(dāng)務(wù)之急。本項(xiàng)目溫室內(nèi)作物的灌溉采用滴灌技術(shù)可以大大節(jié)約灌溉用水是節(jié)能的一個(gè)重要方面。盡可能利用太陽(yáng)能本項(xiàng)目下班智能溫室的供熱期,每年按6個(gè)月考慮,實(shí)際操作時(shí)根據(jù)氣溫變化和室內(nèi)溫度用玻璃透光性能好,接收太陽(yáng)能的辦法節(jié)約供熱所用燃?xì)夂碗姷挠昧俊TO(shè)備選型時(shí),選用節(jié)能型機(jī)電新產(chǎn)品,如耗氣、耗電設(shè)備,供熱設(shè)施、燈具、泵類等。提高能源利用率,降低能源消耗,力爭(zhēng)以最小的能源消耗,取得最大的經(jīng)濟(jì)效益。電氣設(shè)備的配電部分采用自動(dòng)功率因數(shù)補(bǔ)償裝置,提高功率因數(shù),降低無功損耗。加強(qiáng)供熱設(shè)備、管道的保溫,減少和避免熱損失。在建筑設(shè)計(jì)方面作好墻、板的保溫設(shè)計(jì),選用帶密封的門、窗,力爭(zhēng)保溫隔熱性能良好。供水系統(tǒng)采取防滲、防漏措施,杜絕水量流失。第十五章 工程招投標(biāo)本項(xiàng)目招標(biāo)投標(biāo)嚴(yán)格按照國(guó)家發(fā)改委〔2004〕09號(hào)文規(guī)定,進(jìn)行公開招標(biāo)。一、招標(biāo)范圍該項(xiàng)目招標(biāo)范圍包括土建工程(溫室建設(shè)及其它配套土建工程)和儀器設(shè)備兩項(xiàng)內(nèi)容。土建施工總面積7050平方米,;儀器設(shè)備的采購(gòu)和安裝預(yù)計(jì)投資347萬元。二、招標(biāo)的組織形式委托有招標(biāo)資質(zhì)的招標(biāo)機(jī)構(gòu)進(jìn)行招標(biāo)。三、招標(biāo)方式采用公開招標(biāo)方式,在國(guó)家或地方指定的報(bào)刊、信息網(wǎng)絡(luò)或者其他媒介發(fā)布招標(biāo)公告。第十六章 結(jié)論該項(xiàng)目適應(yīng)中央實(shí)施西部大開發(fā)戰(zhàn)略,擴(kuò)大內(nèi)需和我國(guó)加入世貿(mào)組織的新形勢(shì),符合國(guó)家產(chǎn)業(yè)政策,充分開發(fā)xx省農(nóng)業(yè)資源,經(jīng)濟(jì)效益可觀,社會(huì)效益良好,生態(tài)環(huán)境得到保護(hù),對(duì)發(fā)展xx省農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì),實(shí)現(xiàn)蔬菜產(chǎn)業(yè)化經(jīng)營(yíng),實(shí)現(xiàn)xx省農(nóng)業(yè)現(xiàn)代化,農(nóng)民加快致富步伐具有重大意義。項(xiàng)目選擇合理,建設(shè)期短,原輔助材料有保證,交通方便、水電齊全;產(chǎn)品有銷路,市場(chǎng)前景廣闊,項(xiàng)目起點(diǎn)高、技術(shù)新,生產(chǎn)工藝科學(xué),技術(shù)設(shè)備先進(jìn)。項(xiàng)目承擔(dān)單位有承辦本項(xiàng)目的能力。隨著科技的進(jìn)步,生產(chǎn)技術(shù)水平的提高,使蔬菜工廠化育苗生產(chǎn)檢測(cè)及銷售成為可能;同時(shí)借鑒先進(jìn)國(guó)家和近年來省內(nèi)外有關(guān)發(fā)展蔬菜工廠化育苗基地的經(jīng)驗(yàn),大力發(fā)展蔬菜工廠化育苗生產(chǎn),不僅意義重大,而且條件具備,完全可靠。培育種苗是蔬菜生產(chǎn)環(huán)節(jié)的重要組成部分,特別是無公害蔬菜的生產(chǎn)必須從種苗抓起,沒有綠色的種苗,就不可能生產(chǎn)出高產(chǎn)、優(yōu)質(zhì)的蔬菜。g an employment tribunal claimEmployment tribunals sort out disagreements between employers and employees.You may need to make a claim to an employment tribunal if: you don39。t agree with the disciplinary action your employer has taken against you your employer dismisses you and you think that you have been dismissed unfairly.For more information about dismissal and unfair dismissal, seeDismissal.You can make a claim to an employment tribunal, even if you haven39。tappealedagainst the disciplinary action your employer has taken against you.
