It 18 employs a team of fulltime professional simultaneous interpreters while it also engages parttime interpreters regularly to meet the heavy demands for simultaneous interpretation service in Cantonese / Putonghua / English within the Government. The presentation seeks to give an overview of the simultaneous interpretation service of the Hong Kong Special Administrative Region (HKSAR) Government. It covers various aspects of the service such as the entry requirements, recruitment procedure, pay and conditions of service, performance appraisal, professional ethics, professional development and so on. The aim is to share with the interpretation profession on the Mainland the experience of the HKSAR Government in establishing and managing simultaneous interpretation as a professional service within the Government. 1. 4: Defending Collective Professional Values: AIIC’s response to the US Federal Trade Commission’s Attack on Translator and Interpreter Associations Luigi Luccarelli AIIC In the early 1990?s the United States? petition authority, the Federal Trade Commission, undertook an investigation of translator and interpreter associations. The FTC lawyers reached the conclusion that several associations were in violation of petition law and must be made to change for the purported good of the market. Their allegations of price fixing, however, went beyond pure moary considerations and into the realm of interpreter working conditions and professional ethics. In this Goliath vs. David scenario, most associations buckled under and signed consent orders. The International Association of Conference Interpreters (AIIC), however, decided to contest the allegations – and indeed the suppositions underlying them – embarking upon what was to bee a 5year defense of professional principles. The paper will begin by reviewing what is meant by professionalization and by identifying certain core elements relevant to our field. It will then examine the factors ands events that lead to the investigation and their significance to our profession. The FTC?s arguments will be analyzed within their historical context. AIIC?s response will be explained with emphasis on the association?s defense of 19 professional ethics and standards as inherent virtues that make a positive contribution to the market and must be the foundation of any profession. Specific examples will be offered to illustrate how core professional values were put forward to counter the purely mercial approach of the FTC lawyers. Attention will also be given to what makes an association “professional” and what the existence of an association that focuses on the mon good of both members and nonmembers means for a growing profession. The final oute of the case, favorable to AIIC?s contention that its professional and ethical provisions were perfectly within the law (indeed are propetitive), will also be analyzed in the context of the professionalization of conference interpreting, with attention to the selfregulatory role of a professional anization. The case also led AIIC to closely examine its own thinking. The changes initiated as a result will be outlined and examined as a necessary evolution in a field in danger of overmercialization, modification and deprofessionalization. The author was USA representative on the governing council of AIIC for the duration of the proceedings (199498) and VicePresident the last two of those years. He was charged with liaising with AIIC?s attorneys and coordinating with its secretariat in Geneva.
