【正文】 建立健全我國新型農(nóng)村社會養(yǎng)老保險制度研究 暨南大學(xué)碩士學(xué)位論文 中文摘要 農(nóng)村社會養(yǎng)老保險制度是一項關(guān)系 “ 三農(nóng)” 的重要社會福利政策 , 關(guān)系到我國 6 億農(nóng)村 居民的基本生活。 隨著我國社會經(jīng)濟(jì)的發(fā)展 ,以家庭為主的傳統(tǒng)養(yǎng)老保障模式已無法保證 農(nóng)村老年人的基本生活需要。 建立我國農(nóng)村社會養(yǎng)老保險制度對于保障農(nóng)村居民老年人口 的養(yǎng)老需要 , 轉(zhuǎn)變農(nóng)村居民傳統(tǒng)觀念 ,完善我國農(nóng)村地區(qū)社會保障體系 ,縮小城鄉(xiāng)差距促 進(jìn)社會和諧發(fā)展 , 推動我國工業(yè)化、 城市化進(jìn)程具有 重要的意義。 2020 年國務(wù)院下發(fā)的 《國 務(wù)院關(guān)于 開展新型農(nóng)村社 會養(yǎng)老保險試點 的指導(dǎo)意 見 》 ,并選取 10% 的地區(qū)實 施新型農(nóng)村 社會養(yǎng) 老保險制度 的試點工作 ,計劃 2020 年實現(xiàn) 新型農(nóng)村社 會養(yǎng)老保險 全覆蓋。各 地區(qū) 根據(jù)《指導(dǎo)意見》制定相關(guān)執(zhí)行政策 ,農(nóng)村居民表現(xiàn)出了巨大的參保熱情。 本文在國內(nèi)已有的理論研究和新型農(nóng)村社保實踐基礎(chǔ)上 ,提出我國 “ 新農(nóng)?！? 制度設(shè)計 本身的不足和執(zhí)行過程中存在的缺陷 , 并重點分析了我國新型農(nóng)村社會養(yǎng)老保險基金的管 理和監(jiān)督問題 , 針對性地提出了建 立健全我國新型農(nóng)村社會養(yǎng)老保險制度的建議 ,以此促 進(jìn)我國新型農(nóng)村社會養(yǎng)老保險制度的健康可持續(xù)發(fā)展。 關(guān)鍵詞 :農(nóng)村養(yǎng)老、養(yǎng)老基金、社會養(yǎng)老保險 I 暨南大學(xué)碩士學(xué)位論文 A B S T R A C T A A A B B B S S S T T T R R R A A A C C C T T T T he r ur a l s o c i a l e nd ow m e nt i ns ur a nc e s ys t e m i s a t h r e e r ur a l s o c i a l w e l f a r e po l i c y, w hi c h r e l a t e d t o t he ba s i c l i f e of our c ount r y39。 s 600 m i l l i o n r ur a l r e s i d e n t s .W i t h t he de v e l opm e n t of t he e c o nom y a nd s oc i e t y ,f a m i l y ba s e d t he t r a d i t i o na l ol d a ge s e c ur i t y m o de l ha s be e n u na bl e t o gua r a nt e e t h e ba s i c l i vi ng ne e d s of t he r ur a l e l d e r l y.
