The ambiguous risk allocation, irrational ine distribution issues have always been the most important factors hindered the success of PPP, Therefore, to speed up the study of urban infrastructure PPP mode risk identification and allocation has important practical significance. This paper based on the relevant literature at home and abroad. First, it describes the meaning and classification of the urban infrastructure, and by analyzing the economic attributes of urban infrastructure , demonstrating the feasibility of urban infrastructure using PPP mode。 Secondly, definition, classification, participants and operational procedures of the PPP model are introduced。 Third, collating and analyzing mon risk identification methods used in urban infrastructure PPP mode, then plementary advantages of each method, it finishes the main risks of using PPP mode in urban infrastructure based on the proposed risk identification process。 Finally, based on determining the risk allocation subject of the urban infrastructure PPP mode, it finishes principles which should be followed in the process of risk allocation, and builds a mathematical model of risk allocation by using linear programming methods, In order to provides a theoretical basis for the risk management of urban infrastructure PPP financing mode.
