【正文】 理中最棘手的問(wèn)題之一。本文基于此目的,以河南中儲(chǔ)糧LY直屬庫(kù)績(jī)效考核體系為研究對(duì)象,通過(guò)對(duì)其績(jī)效考核管理現(xiàn)狀的介紹與問(wèn)題分析找出癥結(jié)所在,并通過(guò)相關(guān)的技術(shù)分析以確定優(yōu)化后體系的科學(xué)性與可行性,并最終提出相應(yīng)的優(yōu)化路徑與完善措施,達(dá)到績(jī)效考核科學(xué)化、員工效能最大化、企業(yè)發(fā)展持續(xù)性的目的,從而在市場(chǎng)競(jìng)爭(zhēng)中能夠確保生存與發(fā)展。由于是三庫(kù)合一從思想上得不到統(tǒng)一,在考核過(guò)程中考核標(biāo)準(zhǔn)制定的不規(guī)范,造成人為因素過(guò)多,考評(píng)的主觀色彩過(guò)濃。河南中儲(chǔ)糧LY直屬庫(kù)是中儲(chǔ)糧總公司河南分公司在洛陽(yáng)市設(shè)立的垂直管理企業(yè),由三庫(kù)合一整合組建,是國(guó)家糧食政策的執(zhí)行主體,對(duì)洛陽(yáng)轄區(qū)河南儲(chǔ)備糧和最低收購(gòu)價(jià)小麥庫(kù)點(diǎn)的具體業(yè)務(wù)負(fù)承貸、庫(kù)存管理、監(jiān)管等責(zé)任。在糧食流通體制改革進(jìn)程逐步推進(jìn)的當(dāng)下環(huán)境下,糧食經(jīng)營(yíng)市場(chǎng)出現(xiàn)了主體多元化、競(jìng)爭(zhēng)激烈化、管理現(xiàn)代化等的特點(diǎn),經(jīng)過(guò)機(jī)構(gòu)與職能整合后的中國(guó)儲(chǔ)備糧管理總公司肩負(fù)著糧食流通與管理領(lǐng)域的諸多重要職能,這其中涉及到戰(zhàn)略意義與價(jià)值不言而喻,例如做好糧食儲(chǔ)備工作,對(duì)于糧食市場(chǎng)供需方面的調(diào)節(jié)性相當(dāng)明顯,國(guó)家儲(chǔ)備糧的一項(xiàng)重要功能在于當(dāng)市場(chǎng)調(diào)節(jié)失靈時(shí)能夠起到平衡供需、穩(wěn)定物價(jià)的作用,此外管理好儲(chǔ)備糧的市場(chǎng)收購(gòu)對(duì)于貫徹及響應(yīng)國(guó)家“三農(nóng)”政策有促進(jìn)作用,在農(nóng)村基礎(chǔ)經(jīng)濟(jì)發(fā)展、農(nóng)民增收方面意義顯著。經(jīng)濟(jì)開(kāi)放化與國(guó)際化程度的進(jìn)一步深化與增強(qiáng)意味著更多的國(guó)外企業(yè)進(jìn)入中國(guó)本土化市場(chǎng)更加暢通無(wú)阻,國(guó)內(nèi)市場(chǎng)競(jìng)爭(zhēng)將更加激烈,上述形勢(shì)的變化對(duì)我國(guó)各行各業(yè)的生存與持續(xù)性發(fā)展提出了新的要求與挑戰(zhàn),即使對(duì)于部分由國(guó)家垂直管理與控制的國(guó)民經(jīng)濟(jì)基礎(chǔ)性行業(yè),在新的經(jīng)濟(jì)發(fā)展背景下條件下也必須抱有憂(yōu)患意識(shí),在自身管理與變革中尋求創(chuàng)新與出路。s human resources management at the same time.Key words: Grain storage in henan。 For each grain depot, branch headquarters management office performance evaluation scheme and related to the corresponding performance evaluation standard research, initially formed a new performance evaluation system.
