【正文】 Capital University of Economics and Business 碩 士 學 位 論 文 THESIS OF MASTER DEGREE 論文題目: 義務教育階段 城市貧困家庭教育救助 研究 以 北京市 朝陽區(qū) 部分學區(qū) 為例 院 系: 勞動經(jīng)濟學院 專 業(yè): 社會保障 學 號: 22021050330 作 者: 崔 潔 指導教師: 王靜 教授 完成日期: 2021 年 3 月 I 摘 要 本研究在已有的城市貧困研究成果和社會救助理論基礎上,借助對北京市朝陽區(qū)部分學區(qū)處于 義務教育階段 的城市貧困家庭教育現(xiàn)狀的調(diào)查 , 評估了以“兩免一補”為主的教育救助 政策效果 ,并據(jù)此分析出北京市朝陽區(qū)現(xiàn)行 教育 救助制度 的 影響 因素主要包括責任主體、救助方式以及資金投入等 方面 ,進而得出了相應的對策: 創(chuàng)新運行機制,優(yōu)化救助體系 ; 豐富救助主體,拓寬救助渠道 ; 改善政策目標,促進發(fā)展性救助 。 本研究的創(chuàng)新點主要體現(xiàn)為以下 三個方面 。其次, 當前北京市城市貧困家庭子女教育問題已不再僅僅體現(xiàn)為因貧輟學, 對此 “兩免一補”政策已 基本完成 目標,但是關注到貧困學生 身體、心理和素質(zhì)培養(yǎng)等方面 救助內(nèi)容 的缺失, 發(fā)展性救助刻不容緩 。 關鍵詞 北京市 城市 貧困 家庭 義務教育 教育 救助 II Abstract Based on the existing urban poverty research and field survey, this paper has analyzed the main factors that affect the education assistance system in Chaoyang district of Beijing mostly including responsibility body, relief channels and fund input, and made some remendations as follows. Above all, it is necessary to reform the operating mechanisms and then optimize the social assistance system. Besides, we have to increase the number of resposibility body and broaden the relief channels as much as possible. Last and not least, it is essential to improve the objective of education assistance policy and to promote the developmental assistance. Innovation of this study is mainly reflected in the following three aspects. Firstly, about the division of responsibilities, the author placed school managent and social participation at an important position, instead of overemphasizing the responsibility of government and simply raising the demand of expanding the governmental financial input blindly. Secondly, the current education problems on urban poor families has not just reflected in the dropout, and it has been settled basically by the two exemptions and one supplement policy in pulsory education. Due to the lack of relief content involving student39。s function, has strong prehensive strength and its social assistance system is topranked nationwide, so maybe the disccusion can provide forwardlooking experience for Beijing and even for the nationwide.
