【正文】 溢油采取特殊應(yīng)急措施的資料。包括控制管系泄漏，燃油艙滿溢和船殼破裂引起的溢油減至最低限度的程序。 Operational oil spill 。 This section contains the information of special emergency measures which the crew can be used for dealing with operational oil spill Including the procedures for controlling and mitigating the spillage which is caused by pipeline leakages , bunker tank overflows and hull leakages to lowest limited . 3． 1． 1 管系泄漏：船舶在加裝燃油作業(yè)期間，因管系泄漏而發(fā)生溢油，應(yīng)立即采取以下措施； pipeline leakages 。 during bunkering fuel oil, when oil overflows happened by pipeline leakages , measures should be implemented immediately. 1 立即停止有關(guān)操作，關(guān)閉管系上的所有閥門。 Stop bunkering operations concerned immediately , and close all manifold valves. 2 發(fā)生溢油報警信號，實(shí)施最初的溢油應(yīng)急反應(yīng)程序。 Send out the spillage alarming signal , and initiate emergency response procedures. 3 將事故情況通知供油船（設(shè)施）。 Inform supplying boat (facilities) about the incident 進(jìn)一步的措施是： Further measures 4 查明泄漏原因，進(jìn)行清除溢油和甲板上積油的工作； Ascertain the reason of leakage , and initiate oil spill removal and verify containment 。 5 將破裂管系中的油駁入空油艙或其它燃油艙； Drain affected section of pipeline into an empty tank or another fuel tank. 6 清理中收集的殘油應(yīng)妥為保管，以待日后處理； Ensure that any residues collected by the clear up operation are stored carefully prior to disposal 7 如果溢油量較大，僅由本船船員組織反應(yīng)難以獲得理想效果，應(yīng)通過代理聯(lián)系當(dāng)?shù)氐那鍧嶊?duì)伍予以協(xié)助。 If the amount of oil spilled is larger , it is difficult to achieve good results only response by ship’s personnel
