Nonconformance Control and Corrective Actions/ Disposition and Approval ? 雙方分歧： – WEC要求 :不符合項(xiàng)處理方案審批的責(zé)任單位應(yīng)是設(shè)計(jì)方， WEC為 A1類設(shè)備的設(shè)計(jì)單位。對(duì)于違反 WEC采購(gòu)技術(shù)規(guī)格書要求并且建議的處理方案是修理或照用的不符合項(xiàng)，買方審批的目的和意見不明確，且該類不符合項(xiàng)（包括材料替代等）數(shù)量較多，如果全部提交買方審批則需較長(zhǎng)的流轉(zhuǎn)時(shí)間。 – 中方：要求對(duì)該類不符合項(xiàng)進(jìn)行審批。定為此類的不符合項(xiàng)應(yīng)是不符合采購(gòu)技術(shù)規(guī)格書，但未違反合同和買方批準(zhǔn)的文件的不符合項(xiàng)。 ? 解決方案：中方作出讓步，達(dá)成如下共識(shí)： Documentation for nonconformances to procurement specifications shall be copied to the Purchaser for review within one week after it is submitted to the Supplier. Nonconformances to procurement specifications shall be dispostioned by the Supplier. The Purchaser will be provided a copy of nonconformance documentation along with its disposition when it is transmitted to the subsupplier. The Supplier shall give full consideration and respond to Purchaser’s ments regarding the disposition of the nonconformance. 附件 6 質(zhì)量保證 11）不符合項(xiàng)文件向買方的提交 ? Nonconformance Control and Corrective Actions/ Nonconformances for Category A, Type 1 Equipment ? 雙方分歧： – 中方：堅(jiān)持要求全部不符合項(xiàng)報(bào)告在質(zhì)保文件包中提交買方 – WEC要求 :對(duì)于不符合制造廠內(nèi)部要求但符合 WEC的采購(gòu)文件要求的不符合項(xiàng)報(bào)告，供方也無(wú)權(quán)索要，所以不能承諾向買方提交。按法規(guī)的要求，分供方有責(zé)任在安全相關(guān)部件的壽期內(nèi)保留不符合項(xiàng)報(bào)告。 ? 解決方案： WEC作出讓步，達(dá)成如下共識(shí)： Completed nonconformance documents that are approved by the Supplier or the Purchaser shall be included in the quality assurance data package furnished with the equipment. For safety related ponents and parts and nonsafety related ponents and parts that are significant contributors to plant safety, the QA data package shall also include the nonconformance reports that deviate from the subsupplier’s technical requirements where the disposition is repair or useasis. 附件 6 質(zhì)量保證 12） WEC對(duì) A1類以外設(shè)備不符合項(xiàng)的審查和計(jì)費(fèi) ? Nonconformances for Category A Type 2, Category A Type 3, Category B and Category C Equipment and for NI construction ? 雙方分歧： – WEC要求 :可以對(duì) A A3及 B、 C類設(shè)備及 NI的不符合項(xiàng)進(jìn)行審查，但另行收費(fèi)。 – 中方： WEC作為 A A3及 B、 C類設(shè)備及 NI的設(shè)計(jì)單位，應(yīng)負(fù)責(zé)對(duì)上述設(shè)備制造和NI施工中出現(xiàn)的不符合項(xiàng)進(jìn)行審查，且包括在供貨范圍內(nèi)，不能另行收費(fèi)。 ? 解決方案： Nonconformance reports with proposed dispositions of repair or useasis for Category A Type 2, Category A Type 3, Category B and Category C equipment and NI construction to Supplier supplied design, procurement and construction documents will be submitted to the Supplier for review and approval.
