Educational practice with step by adhere to the county leadership, leadership and leading cadres to focus on outstanding catch to directly contact the service of the masses of law supervision departments and window units, service industry, educational practice, pay attention to grasp the heavy towns, streets and villages, munity education activities and the masses of grassroots groups in close contact to strengthen, and the majority of Party members, cadres and the mass line line Marx doctrine view of the masses and the party39。 3. 擬訂公司的基本管理制度,董事會(huì)批準(zhǔn)后組織實(shí)施。 7. 按照國(guó)家法律法規(guī)和公司的管理制度,組織對(duì)員工的考核評(píng)議,并決定薪酬獎(jiǎng)懲、升降級(jí)。11. 著力打造高素質(zhì)、守法紀(jì)、重道德的經(jīng)營(yíng)管理班子和業(yè)務(wù)團(tuán)隊(duì)。負(fù)責(zé)貸款業(yè)務(wù)管理制度和工作流程的制訂和完善。 (三)業(yè)務(wù)管理基本制度第一章 總則第一條 為加強(qiáng)貸款業(yè)務(wù)管理,規(guī)范經(jīng)營(yíng)行為,防范資金風(fēng)險(xiǎn),優(yōu)化客戶結(jié)構(gòu),提高公司資產(chǎn)質(zhì)量,根據(jù)國(guó)家有關(guān)法律依據(jù),結(jié)合公司實(shí)際,制定本制度。 第二章 貸款管理業(yè)務(wù)組織體系第五條 實(shí)行審貸崗位分離的原則。第七條 實(shí)行貸款審批委員會(huì)制度。業(yè)務(wù)部經(jīng)理可列席會(huì)議匯報(bào)相關(guān)情況,但無(wú)表決權(quán)。信用貸款全部通過(guò)貸審會(huì)審批;有足值抵押物、質(zhì)押物的在250萬(wàn)授信內(nèi)的貸款,以及保證、聯(lián)保貸款在50萬(wàn)以內(nèi)(含50萬(wàn)元),由總經(jīng)理召集副總經(jīng)理財(cái)務(wù)總監(jiān)審批;保證、聯(lián)保貸款在50萬(wàn)以上上報(bào)貸審會(huì)審批。(具體審批辦法參照公司審批制度)第三章 客戶對(duì)象和基本條件第九條 本公司客戶是在長(zhǎng)沙市開(kāi)福區(qū)內(nèi),經(jīng)工商行政管理機(jī)關(guān)(或主管機(jī)關(guān))核準(zhǔn)登記的企(事)業(yè)法人、其他經(jīng)濟(jì)組織、個(gè)體工商戶或具有完全民事行為能力的自然人。(一)抵押貸款,是指按《中華人民共和國(guó)擔(dān)保法》規(guī)定的抵押方式以借款人或第三人的財(cái)務(wù)作為抵押物發(fā)放的貸款。辦理質(zhì)押貸款,應(yīng)對(duì)質(zhì)物的權(quán)屬和價(jià)值以及所設(shè)定質(zhì)押的合法性進(jìn)行審查,與質(zhì)押人簽訂質(zhì)押合同,并辦理相關(guān)的登記或移交手續(xù)。(四)商戶聯(lián)保貸款是指由同一商業(yè)圈(如同一專業(yè)市場(chǎng)、協(xié)會(huì)、商會(huì)、寫字樓、企業(yè)家俱樂(lè)部)的私營(yíng)企業(yè)或個(gè)體工商戶,組成聯(lián)保小組,互相提供擔(dān)保,向我公司申請(qǐng)貸款。第五章 貸款業(yè)務(wù)的操作管理第十二條 辦理貸款業(yè)務(wù)要按權(quán)限、按程序運(yùn)作。 第十六條 合同管理 按規(guī)定使用統(tǒng)一制式的合同文本,對(duì)有特定要求的,也可以簽訂非制式合同文書(shū),同時(shí)應(yīng)通過(guò)法律審查。 第十九條 貸款展期 貸款期限最長(zhǎng)不超過(guò)12個(gè)月,客戶不能按期歸還貸款,應(yīng)在貸款到期之前15日內(nèi)向公司提出續(xù)貸和展期申請(qǐng)。 第二十一條 貸款違約處理 客戶未按照合同的有關(guān)約定履行義務(wù),經(jīng)雙方協(xié)商不能合理解決時(shí),依法起訴。第二十四條 本制度自董事會(huì)通過(guò)后執(zhí)行。(3)逾期一個(gè)月以上貸款占貸款余額不超過(guò)5%,占考核權(quán)重的10%。(3)逾期一個(gè)月以上貸款占貸款余額不超過(guò)5%,本項(xiàng)得分為10%。(5)資本回報(bào)率超過(guò)15%,按超出部分的20%提取獎(jiǎng)金獎(jiǎng)勵(lì)全公司由管理層根據(jù)實(shí)際情況發(fā)放。二、貸款業(yè)務(wù)部的考核1. 考核指標(biāo)和權(quán)重(1)業(yè)務(wù)員每月的工資發(fā)放保底業(yè)務(wù)收入考核指標(biāo)為10萬(wàn)元。(4)勞動(dòng)紀(jì)律和貸后管理占考核權(quán)重的10%2. 考核辦法(1)業(yè)務(wù)員業(yè)務(wù)收入達(dá)不到考核指標(biāo)按完成比率乘以權(quán)重60%為本項(xiàng)得分,超過(guò)考核指標(biāo)本項(xiàng)得分為60%,超出部分按照3%提取獎(jiǎng)金,當(dāng)月計(jì)算,次月發(fā)放。本項(xiàng)得分降低1%。80分以下60分以上,本項(xiàng)得分為5%。加上獎(jiǎng)金為業(yè)務(wù)員實(shí)際收入。(3)總經(jīng)理負(fù)責(zé)最終評(píng)價(jià)。(3)貸款審批或部門評(píng)價(jià)占考核權(quán)重的30%(4)勞動(dòng)紀(jì)律和貸后管理占考核權(quán)重的10%2. 考核辦法(1)風(fēng)險(xiǎn)管理員本人審核出現(xiàn)應(yīng)發(fā)現(xiàn)未發(fā)現(xiàn)風(fēng)險(xiǎn),每筆風(fēng)險(xiǎn)管理員本項(xiàng)得分降低3%。(3)風(fēng)險(xiǎn)管理部經(jīng)理貸款審批不及時(shí),風(fēng)險(xiǎn)判斷不準(zhǔn)確,每次風(fēng)險(xiǎn)管理部經(jīng)理本項(xiàng)得分降低3%。80分以下60分以上,本項(xiàng)得分為5%。連續(xù)3個(gè)月60分以下,予以辭退。四、稽核財(cái)務(wù)部的考核1. 出納的考核指標(biāo)、權(quán)重和考核辦法(1)現(xiàn)金及有價(jià)證券保管安全,盤點(diǎn)及時(shí),支票填寫規(guī)范,開(kāi)出支票無(wú)差錯(cuò),考核權(quán)重為20%??己藱?quán)重為10%??己藱?quán)重為10%??己藱?quán)重為10%。由稽核財(cái)務(wù)部負(fù)責(zé)考核。80分以下60分以上,本項(xiàng)得分為5%。(8)工作評(píng)價(jià)占考核權(quán)重的10%,由部門負(fù)責(zé)人及財(cái)務(wù)總監(jiān)進(jìn)行評(píng)價(jià),評(píng)價(jià)得分乘以權(quán)重10%,為本項(xiàng)得分。每次出現(xiàn)差錯(cuò)除按相關(guān)的規(guī)定處罰外,根據(jù)差錯(cuò)性質(zhì)和涉及金額大小,本項(xiàng)的得分降低1%—20%。每次出現(xiàn)不及時(shí)或差錯(cuò),根據(jù)差錯(cuò)性質(zhì)和涉及金額大小,本項(xiàng)的得分降低1%—20%。每次出現(xiàn)不及時(shí)或差錯(cuò),本項(xiàng)的得分降低5%。每次出現(xiàn)差錯(cuò)或經(jīng)財(cái)務(wù)總監(jiān)認(rèn)定業(yè)務(wù)部門有效投訴,本項(xiàng)的得分降低1%。(6)勞動(dòng)紀(jì)律占考核權(quán)重的10%,得分80分以上,本項(xiàng)得分為10%。由稽核財(cái)務(wù)部和綜合管理部負(fù)責(zé)考核。五、綜合管理部的考核1. 考核指標(biāo)和權(quán)重(1)人事管理有效,績(jī)效考核及時(shí)、準(zhǔn)確、公平、公正,工資及補(bǔ)助計(jì)算資料及時(shí)準(zhǔn)確,占考核權(quán)重的30%。(2)管理由其他部門進(jìn)行評(píng)價(jià)(包括總經(jīng)理,財(cái)務(wù)總監(jiān),業(yè)務(wù)部門負(fù)責(zé)人,風(fēng)險(xiǎn)管理部經(jīng)理)平均評(píng)分乘以權(quán)重30%為綜合管理部經(jīng)理評(píng)分。(4)綜合管理部文員的勞動(dòng)紀(jì)律由綜合管理部經(jīng)理考核,綜合管理部經(jīng)理的勞動(dòng)紀(jì)律由主管領(lǐng)導(dǎo)考核。連續(xù)3個(gè)月60分以下,予以辭退。(2)綜合管理部和主管領(lǐng)導(dǎo)負(fù)責(zé)初評(píng)。貸款業(yè)務(wù)的部門職責(zé)具體如下: 負(fù)責(zé)貸款業(yè)務(wù)部的各項(xiàng)工作計(jì)劃的實(shí)施和總結(jié); 根據(jù)公司規(guī)定和客戶需求設(shè)計(jì)產(chǎn)品報(bào)公司貸審會(huì)審批; 制訂和完善有關(guān)的規(guī)章制度、組織執(zhí)行并進(jìn)行檢查; 制訂對(duì)所屬業(yè)務(wù)領(lǐng)域內(nèi)業(yè)務(wù)人員的專業(yè)培訓(xùn)計(jì)劃與方案,提交綜合管理部備案; 承擔(dān)對(duì)本公司客戶的授信、貸款、擔(dān)保等各項(xiàng)業(yè)務(wù)的調(diào)查、評(píng)價(jià)、評(píng)審工作,并提出明確書(shū)面調(diào)查意見(jiàn),交風(fēng)險(xiǎn)管理部審查; 落實(shí)貸審會(huì)審批條件,辦理抵押、質(zhì)押、保證等擔(dān)保手續(xù); 做好貸款的臺(tái)帳登記工作; 做好貸后管理工作。上級(jí)領(lǐng)導(dǎo)交代的其他工作。 第三條 貸前調(diào)查人員的職責(zé):負(fù)責(zé)對(duì)客戶提供的資料的真實(shí)性進(jìn)行審
