Soft switching technology is one of the focus of next generation munication network solutions, has bee a hot topic in recent years, the discussion. Our country network and exchange standards group has pleted the general technical requirements of softswitch system framework, the 863 Program for the project in the multimedia and mobile munication system research on soft switching system.軟交換的概念最早起源于美國。當時在企業(yè)網絡環(huán)境下，用戶采用基于以太網的電話，通過一套基于PC服務器的呼喚控制軟件（CallManager、CallServer），實現(xiàn)PBX功能（IPPBX）。對于這樣一套設備，系統(tǒng)不需單獨展設網絡，而只通過與局域網共享就可實現(xiàn)治理與維護的同一，綜合本錢遠低于傳統(tǒng)的PBX。由于企業(yè)網環(huán)境對設備的可靠性、計費和治理要求不高，主要用于滿足通訊需求，設備門檻低，很多設備商都可提供此類解決方案，因此IP PBX應用獲得了巨大成功。受到IP PBX成功的啟發(fā)，為了進步網絡綜合運營效益，網絡的發(fā)展更加趨于公道、開放，更好的服務于用戶。業(yè)界提出了這樣一種思想：將傳統(tǒng)的交換設備部件化，分為呼喚控制與媒體處理，二者之間采用標準協(xié)議（MGCP、H248）且主要使用純軟件進行處理，于是，SoftSwitch（軟交換）技術應運而生。Soft exchange concept originated in the America.
