Through analysis of the three actual situations, transfer of relief materials, on condition that human resources are in a limited circumstance, we can establish a model relationship between the total losses to plete this task and the allocation of human resources with the tools of calculus. That’s to say the plex issue, the allocation of human resources can be transferred into a model to solve the problem accordingly and then, we can give the formula of the model, and show conditions of existence of the optimal solution.
