【正文】 以及有權(quán)機(jī)關(guān)認(rèn)為需要申報(bào)的其他財(cái)產(chǎn)或收入等；逐步建立規(guī)范的、獨(dú)立受理申報(bào)的機(jī)構(gòu)，或者改變同級(jí)紀(jì)檢、監(jiān)察機(jī)構(gòu)的隸屬關(guān)系；逐步建立全國(guó)性的收入信息統(tǒng)計(jì)系統(tǒng)，立法規(guī)定對(duì)拒絕申報(bào)和申報(bào)不實(shí)行為予以懲戒，以保證申報(bào)信息的真實(shí)性；根據(jù)公職人員公眾化程度確定公開的范圍，公眾化程度高的實(shí)行完全公開，程度低的實(shí)行限制性公開；設(shè)立一定年限的過渡性申報(bào)公開期，在既定過渡性申報(bào)公開期滿之前，如申報(bào)對(duì)象主動(dòng)糾正并上繳違法違紀(jì)收入，申報(bào)審查機(jī)關(guān)可豁免申報(bào)對(duì)象的紀(jì)律處分，并視情況由上級(jí)行政監(jiān)察部門建議司法機(jī)關(guān)減輕、免除其相關(guān)刑事責(zé)任。反之可從重處分。綜上所述，公職人員財(cái)產(chǎn)申報(bào)制度在現(xiàn)階段暫未具備全面推行的實(shí)施條件，需要國(guó)家在組織有關(guān)部門借鑒國(guó)內(nèi)外已有經(jīng)驗(yàn)做法加緊進(jìn)行相關(guān)立法研究和有計(jì)劃選點(diǎn)并指導(dǎo)實(shí)驗(yàn)的同時(shí)，加快推進(jìn)分配制度改革并以經(jīng)濟(jì)杠桿調(diào)節(jié)利益關(guān)系，加快推進(jìn)政治體制改革，加大公務(wù)員隊(duì)伍建設(shè)力度，著力優(yōu)化全社會(huì)范圍的公民意識(shí)，著力優(yōu)化必要的機(jī)制環(huán)境。由此經(jīng)過5年左右的努力，在機(jī)制環(huán)境條件成熟的條件下全面實(shí)施公職人員財(cái)產(chǎn)申報(bào)和公示制度。Persist in an integrated step by step guide scientific countermeasures——With regard to public officials and property declaration system studyLi Yihua（Taizhou Polytechnic College, Taizhou, Jiangsu Province, 225500,China）Abstract：And public officials to declare the property has bee the focus of public attention in recent years, but so far has not yet formed the desired results.
