Projector shall be used to playing the safety education PPT for the persons which shall enter the site and participate in special construction. 項目部配備三臺電視機，一臺 DVD 播放機，可 以從國內(nèi)購買一些安全宣傳電視節(jié)目和安全宣傳資料， 準(zhǔn)備入場安全教育，特種作業(yè)人員安全教育，專項培訓(xùn)等 PPT，用投影儀進行播放， 對作業(yè)人員進行形式多樣的安全教育培訓(xùn)。 7 HSE Award and Punishment HSE 獎勵與處罰 HSE award and punishment rules shall be established for site construction 20 in order to strengthen the safety and housekeeping management and to avoid serious safety accident occurred. 為了加強安全生產(chǎn)、文明施工管理，落實安全、文明施工責(zé)任制，有效防范重大傷亡事故的發(fā)生，文明施工，特制定施工現(xiàn)場安全生產(chǎn)、文明施工獎勵與處罰規(guī)定。 HSE Award 獎勵 HSE Check List shall be: a. HSE managing system, standard, rules and quality managing measurement are all perfect. b. Death / GBH Accident=0 c. Occupational Disease=0 d. Environmental Polluting Accident=0 e. Fire / Explode Accident=0 f. Property loss Accident which value is upper than RMB50000=0 g. The recorded accident ≯ 1 (per 202200MH) If there has no hereinbefore item happens, the safety bonus shall be awarded monthly. HSE 考核指標(biāo)如下： a. HSE 管理體系完整 ，制度標(biāo)準(zhǔn)健全，質(zhì)量管理措施落實到位； b. 死亡 /重傷事故 =0； 21 c. 職業(yè)病 =0； d. 環(huán)境污染事故 =0； e. 火災(zāi) /爆炸事故 =0； f. 超過 5 萬元的財產(chǎn)損失事故 =0； g. 可記錄事故 ≯ 1（每 20 萬人工時）。 全部達標(biāo)后，將按月發(fā)放安全獎。具體額度現(xiàn)場制定。 In case “Zero Accident” target is reached in every three months, every half an year, every year, every 500 thousand manhours, every 1 million manhours, some activities will be held for celebration. The details shall be decided by HSE management mittee. 每季度、每半年、每年、每 50 萬工時、每 100 萬工時施工無事故，項目部將適時組織參戰(zhàn)職工進行慶祝，發(fā)紀(jì)念品或獎金。 詳 細(xì)活動將由 HSE 領(lǐng)導(dǎo)小組討論決定。 HSE award shall be given to some persons for each construction team in every month. The percentage of award persons is 2%. HSE 領(lǐng)導(dǎo)小組每月在 現(xiàn)場 評出安全、文明施工先進個人 ，人數(shù)占總?cè)藬?shù) 5%，給予物質(zhì)獎勵，并通報表揚。 Some person who ply the safety requirement, stop the infringed work timely and avoid the serious safety accident, 22 will be awarded. 對于在施工中遵章守紀(jì)，及時制止違章作業(yè)，避免了重大安全事故發(fā)生，項目部給予物質(zhì)獎勵，并通報表揚。 Punishment for the Infringed Activities 違反 HSE管理制度的處罰 Minor Infringed Activities 以下行為屬輕微違章行為 a. Don’t wear PPE or work cards as per requirement。 未按規(guī)定穿戴個人防護用品 或未佩帶工作 卡 ； b. Smoking at site nonsmoking area。 在現(xiàn)場非吸煙處吸煙； c. Listen music at site。 在現(xiàn)場聽音樂； d. Sleeping at site (including in vehicle)。 在現(xiàn)場睡覺（包括在汽車駕駛室） In case the minor infringed activities discovered, warning shall be given for first time. If it is discovered again within 30 days, then the infringed person will attend the training and registering and 10 USD punishment shall be given. 凡發(fā)生輕微違章，第一次警告，若 30 天內(nèi)再次違章，組織學(xué)習(xí)、登記備案，并給予 10 美元的經(jīng)濟處罰。 Serious Infringed Activities 以下行為屬嚴(yán)重違章 a. Don’t use harness while working at height。 高處作業(yè)未正確系 掛安全帶； 23 b. Relieve oneself at site everywhere。 在現(xiàn)場隨地大小便； c. Throwing down tools or material from up。 從上往下拋工具或其它物體； d. Driving without license amp。 driving irresponsible。 無證駕駛機動車，不負(fù)責(zé)任地駕駛機動車； e. Without work permit as per requirement。 要求辦作業(yè)許可證的地方未辦理作業(yè)許可證； f. Damaging safety equipment or using safety equipment doesn’t meet the requirement. 損害或濫用安全設(shè)施、設(shè)備。 In case the serious infringed activities discovered, it shall be record and the infringed person will attend the training again and 50 USD punishment shall be given. 凡發(fā)生一次嚴(yán)重違章，記錄 在案，組織學(xué)習(xí)，并給予 50 美元的經(jīng)濟處罰。 In case the fighting, bustup, gambling, purposive damaging, steal construction property or equipment discovered, it shall be record, the infringed person shall attend the training again and 150 USD punishment shall be given. If anybody ignore the training and education, the infringed activities occurred again, then 200 USD punishment and necessary administration 24 punishment shall be given, and this person shall be sent back to China. 凡發(fā)生打架斗毆、聚眾賭博，故意損壞、偷盜現(xiàn)場財產(chǎn)、設(shè)備的，登記備案，組織學(xué)習(xí)教育，處罰 150 美元。對于不 聽勸阻、教育、繼續(xù)發(fā)生打架斗毆、聚眾賭博，故意損壞、偷盜現(xiàn)場財產(chǎn)、設(shè)備，給予 200 美元經(jīng)濟處罰和必要的行政處分，并遣送回國。 對管理人員違章的處罰標(biāo)準(zhǔn) Punish Policy for the Peccancy Managing Staff a. 管理者違反安全規(guī)章制度、標(biāo)準(zhǔn)，強行指揮工人作業(yè)者，每次對責(zé)任人罰款 100 美 元，并將此違章管理者清出現(xiàn)場。 The person that forces workers to performing works against the safety rules and standard will be kicked out of the site and amerced USD100. b. 腳手架、安全網(wǎng)及井架、門架、起重設(shè)備等，未經(jīng)檢查驗收就投入使用的每次對責(zé)任人進行處罰 50 美 元。 Only checked and qualified scaffold, safety , gantry and lifting equipments can be used. If someone act against this rules, the person responsible shall be amerced USD50. c. 使用不合格的機械設(shè)備或未貼合格證就投入使用，每次對責(zé)任人進行處罰 20 美 元。 Equipments without certificates and unqualified equipments can not be used. If someone act against this rules, the person responsible shall be amerced USD20. 25 d. 不對 班組進行安全交底者，每次對責(zé)任人罰款 50 美 元。
