【文章內(nèi)容簡介】 pervision and management, and improve the service and condition of CHS facilities. 9 國務院城市社區(qū)衛(wèi)生工作領導小組 National Leadership Group of CHS ? 2023年 2月，成立國務院城市社區(qū)衛(wèi)生工作領導小組 ?吳儀同志任領導小組組長，國務院辦公廳、衛(wèi)生部、財政部等 12個相關部門為成員 ?領導小組辦公室設在衛(wèi)生部 In Feb of 2023, National Leadership Group of CHS was established, in which Vicepremier Wu Yi leads General Office of State Council, Ministry of Health, Ministry of Finance and 9 other ministries concerned working together for the development of CHS. There is a general office of the leadership group working in Ministry of Health. 10 研究制訂配套文件工作 Supportive Policy 2023年 2月以來，衛(wèi)生部、中央編辦、國家發(fā)展改革委、人事部、財政部、勞動保障部、國家中醫(yī)藥管理局等部門牽頭制訂了 9個社區(qū)衛(wèi)生服務配套文件。 Since Feb of 2023,in order to fully implement the Guiding Suggestions and follow national conference on urban CHS, Ministry of Health, the State Commission Office for Public Sector Reform, National Development and Reform Committee, Ministry of Personnel, Ministry of Finance, Ministry of Civil Affairs, Ministry of Labor and Social Security and State Administration of Traditional Chinese Medicine have jointly promulgated 9 supportive policy documents. 11 一、完善社區(qū)衛(wèi)生服務機構(gòu)管理規(guī)則 Management rules on CHS facilities ? 城市社區(qū)衛(wèi)生服務機構(gòu)管理辦法、編制標準及中心（站）基本標準。 ? 確定了社區(qū)衛(wèi)生服務機構(gòu)承擔的各項公共衛(wèi)生和基本醫(yī)療服務職責與任務 ? 促進服務模式轉(zhuǎn)變、強化質(zhì)量管理 ? 社區(qū)衛(wèi)生服務中心人員編制 ? 按每萬名居民配備 2－ 3名全科醫(yī)師， 1名公共衛(wèi)生醫(yī)師。 ? 在醫(yī)師總編制內(nèi)配備一定比例的中醫(yī)類別執(zhí)業(yè)醫(yī)師。 ? 全科醫(yī)師與護士的比例暫按 1：1標準配備 ? Formulate Regulation on Urban Community Health Service Institution Management, Guiding Suggestions on the Organization and Staffing of Urban Community Health Service Institutions and Basic Standard for Urban Community Health Service Center (station). ? Clarify the position of CHS facilities in public health and medical service field. ? Promote the transition in serving pattern and enhance the management in quality. ? Staffing Standard of CHC ? 23 GPs and 1 public health practitioner for 10,000 residents ? Include a certain proportion of Traditional Chinese Medicine practitioners ? The ratio between GPs and nurses should be set at 1:1 12 二、 完善社區(qū)衛(wèi)生服務財政補助政策 Financial subsidy policy on CHS ? 明確財政投入內(nèi)容：基本建設、房屋修繕、基本設備配置、人員培訓以及公共衛(wèi)生服務。 ? 完善財政投入方式： ? 購買服務 ? 暫不具備條件的，按照人員工資和公共衛(wèi)生所需經(jīng)費核定； ? 確定財政投入主體： ? 市轄區(qū)和設區(qū)的市級政府承擔主要投入責任 ? 省級財政對困難城市給予轉(zhuǎn)移支付支持 ? 中央財政：從 2023年起安排專項轉(zhuǎn)移支付資金，對中西部地區(qū)社區(qū)基本公共衛(wèi)生服務分別按社區(qū)服務人口人均 3元和 4元給予補助。 ?
