To resolve this problem, not only to raise awareness, and to constantly improve the human resources management system, staff, staffing, and Enterprise cultural construction work.Key words: private enterprise。 human resource management。 problem analysis。 suggestions一汽四環(huán)制動器的人力資源治理征詢題研究一 一汽四環(huán)制動器人力資源治理現(xiàn)狀（一）一汽四環(huán)制動器簡介長春一汽四環(huán)制動器是一汽四環(huán)總公司所屬企業(yè)，國內(nèi)中重型卡車制動器系統(tǒng)專業(yè)消費(fèi)基地。公司分東、西兩個(gè)廠區(qū)，占地面積近10萬平方米。本公司現(xiàn)有消費(fèi)線41條，消費(fèi)產(chǎn)品主要包括制動器總成，鼓式剎車,盤式制動器,碟式剎車共1200多種零合件（該廠的制動器產(chǎn)品主要為一汽集團(tuán)解放公司配套),員工1528人，其中專業(yè)技術(shù)人員121人。公司有本人的剎車模塊研究所，具有獨(dú)立開發(fā)研制新產(chǎn)品的才能。為習(xí)慣市場情勢、滿足消費(fèi)者需要，公司還引進(jìn)日本日產(chǎn)柴（TBK）卡車制動器制造技術(shù)，新產(chǎn)品已被中國一汽集團(tuán)公司新車型采納。（二）一汽四環(huán)制動器的人力資源治理概況 通過幾年來的打拼及股權(quán)重組等，企業(yè)經(jīng)濟(jì)效益在當(dāng)?shù)匾呀?jīng)攀升到了中等水平，并具備了一定的原始積累，正面臨著如何做大、做強(qiáng)和持續(xù)運(yùn)營。但隨著知識經(jīng)濟(jì)的到來，該公司在人力資源治理方面的現(xiàn)狀和公司的開展戰(zhàn)略顯得格格不入（1）人力資源治理職能掛在總經(jīng)理辦公室長春一汽四環(huán)制動器現(xiàn)有員工60多人，企業(yè)治理者和所有者融為一體，沒有專門的人力資源部門，各部門人力資源治理由各部門本人制定治理規(guī)那么，由總經(jīng)理批示后各自執(zhí)行。其中行政人員的任命都是由總經(jīng)理親身負(fù)責(zé)，車間工人的招聘那么由消費(fèi)廠長負(fù)責(zé)。工資結(jié)
