【正文】 的研究與對(duì)策 摘要 隨著 20 世紀(jì) 80 年代我國(guó)社會(huì)主義建設(shè)新時(shí)期的到來(lái)，為了適應(yīng)我國(guó)生產(chǎn)力的發(fā)展和市場(chǎng)經(jīng)濟(jì)的發(fā)展規(guī)律，農(nóng)村勞動(dòng)力大量向城市轉(zhuǎn)移，這就在我國(guó)形成了一種特有的民工潮現(xiàn)象。因?yàn)樯鐣?huì)的不公平待遇和農(nóng)民工自身?xiàng)l件的限制，他們無(wú)法和父母一起進(jìn)城生活，只能留在戶籍所在地的農(nóng)村， 并由他人照顧或獨(dú)自生活。最后在此基礎(chǔ)上對(duì)留守兒童存在的問題提出兩個(gè)方面的解決對(duì)策，一是從源頭上解決留守兒童的對(duì)策，如實(shí)現(xiàn)學(xué)校、社會(huì)、家庭有機(jī)統(tǒng)一，從政府戶籍制度，農(nóng)村經(jīng)濟(jì)發(fā)展和健全農(nóng)村社會(huì)保障 制度等方面對(duì)減少留守兒童的產(chǎn)生提出建議，二是同時(shí)在留守兒童問題暫時(shí)不能徹底解決的情況下提出一些針對(duì)留守兒童問題的有效解決對(duì)策，如發(fā)展農(nóng)村的社會(huì)福利事業(yè)和社會(huì)救助事業(yè)，并且發(fā)揮非政府組織在對(duì)留守兒童社會(huì)救助方面的作用。s urbanization. But because of the unfair treatment of migrant workers and their limitations, they cannot live together with their children ,the children of the migrant workers can only stay in their hometown who be raised by their singleparent, grandparents or other persons. Leftbehind children group in China appeared in the process of socialist modernization produces the new problems that should not be ignored. This thesis is basic on the media coverage and the researchers of leftbehind children problems, the phenomenon of leftbehind children were studied under the guidance of tutor firstly. Then analyzed and summarized the problems of leftbehind children present, such as leftbehind children lack of education welfare and medical aid and so on. Finally,the thesis give two countermeasures to solve the existing problems of leftbehind children, the first one is from the root of the leftbehind children to solve the problems, such as take a good look on school, society and family, reforming the household registration system,]developing the rural economic and perfecting rural social security system, the second one is]put forward some effective countermeasures to ease the problems in the circumstances of the]problems are unable to solve pletely now, such as the development of rural social]welfare and social assistance, and nongovernmental anizations are participating in social]relief. So, the leftbehind children can realize all living under the same sky progressing.
