農(nóng)村留守兒童問(wèn)題的研究與對(duì)策畢業(yè)論文(存儲(chǔ)版)

  

【正文】 以及時(shí)解除生理上的病痛還可以及時(shí)得到心理上的幫助 。我國(guó)的社會(huì)救助是為了要救助弱勢(shì)群體,為滿足其基本生活需要而提供幫助的。對(duì)較為貧困的留守兒童家庭給予一定的入托補(bǔ)貼,使得留守兒童同其他兒童一樣在父母外出務(wù)工后仍然可以享受家庭的關(guān)懷和教育。所以要改革城鄉(xiāng)的不平等的就業(yè)制度,取消農(nóng)民工找工作的進(jìn)入壁壘,改變我國(guó)三大產(chǎn)業(yè)里從業(yè)人員的不合理分布,加大農(nóng)村勞動(dòng)力向我國(guó)的二三產(chǎn)業(yè)的轉(zhuǎn)移力度 。現(xiàn)在我國(guó)很多省市己經(jīng)開(kāi)始進(jìn)行戶籍制度的改革措施,他們?nèi)∠宿r(nóng)業(yè)戶口和非農(nóng)業(yè)戶口的稱謂和區(qū)別,廢除了“農(nóng)轉(zhuǎn)非”的計(jì)劃指標(biāo)管理體制,在農(nóng)民工的輸入地實(shí)行當(dāng)?shù)貞艨诘怯浿贫?。農(nóng)村教育同城市教育一樣都是屬于國(guó)家的準(zhǔn)公共產(chǎn)品,但教育投入在城鄉(xiāng)之間一直處于不均衡的狀態(tài) :城市的 教育建設(shè)由政府的財(cái)政支持,而農(nóng)村的教育則一直由農(nóng)村社區(qū)自己供給,這是社會(huì)不公平的表現(xiàn)。第一個(gè)渠道是根據(jù)我國(guó)人多地少的這個(gè)基本國(guó)情,加大農(nóng)村二三產(chǎn)業(yè)的發(fā)展,這樣就可 以增強(qiáng)農(nóng)村的就業(yè)吸附力。同時(shí),我們也要重視親情對(duì)孩子成長(zhǎng)的關(guān)鍵因素,一方面教育孩子的監(jiān)護(hù)人多關(guān)心呵護(hù)孩子,給他們更多溫暖和照顧。留守兒童所享用的教育福利缺乏這個(gè)客觀事實(shí)使得農(nóng)村留守兒童在基礎(chǔ)教育時(shí)期處于劣勢(shì)地位,對(duì)將來(lái)的健康全面發(fā)展有消極影響?,F(xiàn)在的農(nóng)村地區(qū),農(nóng)村的基礎(chǔ)設(shè)施投入與城市的基礎(chǔ)設(shè)施投入相比落后很大一部分。 其次,就業(yè)制度的限制。城市第二三產(chǎn)業(yè)的連年發(fā)展也為他們提供了就業(yè)機(jī)會(huì),所以為解決生計(jì),農(nóng)村剩余勞動(dòng)力大量進(jìn)城成為農(nóng)民工,而農(nóng)村留守兒童群體與農(nóng)民工群體也就相伴而生了。留守兒童中有一部分兒童情緒暴躁,較野蠻,因?yàn)闆](méi)有父母的管教而 容易和人發(fā)生沖突。兒童有活潑好動(dòng)的天性,留守兒童父母外出務(wù)工后,沒(méi)有父母對(duì)其提供一些預(yù)防傷害的措施和必要的安全教育,而且非雙親監(jiān)護(hù)人又不能對(duì)他們提供有力的監(jiān)護(hù),他們自由活動(dòng)的時(shí)間和空間比平常兒童多,所以在平時(shí)玩耍中他們很容易受到傷害,甚至發(fā)生一些意外事故。 有資料 顯示,目前全國(guó)農(nóng)村 “留守兒童 ”規(guī)模已達(dá) 2290 萬(wàn)人,而且這個(gè)數(shù)字還將在未來(lái)幾年成較大規(guī)模的上升趨勢(shì)。s urbanization. Leftbehind children group in China appeared in the process of socialist modernization produces the new problems that should not be ignored. This thesis is basic on the media coverage and the researchers of leftbehind children problems, the phenomenon of leftbehind children were studied under the guidance of tutor firstly. Then analyzed and summarized the problems of leftbehind children present, such as leftbehind children lack of education welfare and medical aid and so on. Finally,the thesis give two countermeasures to solve the existing problems of leftbehind children, the first one is from the root of the leftbehind children to solve the problems, such as take a good look on school, society and family, reforming the household registration system,]developing the rural economic and perfecting rural social security system, the second one is]put forward some effective countermeasures to ease the problems in the circumstances of the]problems are unable to solve pletely now, such as the development of rural social]welfare and social assistance, and nongovernmental anizations are participating in social]relief. So, the leftbehind children can realize all living under the same sky progressing.
