In order to realize all the operation supporting, service quality of tele production now should be improved. Manage ability of operation amalgamation should be enhanced. Now the number of users and user ARPU value of Jiangshu Tele drops product unit price drops further, ine and profit increased situation is quite austere. In view of the demand of charging system of Jiangshu Tele, based on the application status of tele operation, this thesis analyses the service package charging system which is going to implement, and evaluates the usful effect bining process management by advanced development kits. After synthesis analyzing the development status and trend of charging system demand at home and abroad, a suit of practical and advanced charging model is being bring forward to meet the expanding demand of Jiangshu Tele in the future. The new service package charging model is aimed at building the new generation charging system, focus on meeting charging system requirement, can sustain production amalgamating、 real time、 high effect and focusing on client. The stress of the new charging model is the topic database focusing on production and client, the pact management to realize formalized product, supporting operation developing, improving the application lever 、 the service lever and the sustentation lever of the charging system. The charging model analyze charging account as the core content, focusing on information、 data and operation flow analysis, redefining client、 account and production intension and extension, enclosing client request of production, programming and designing client、 production、 charge and discount system, strengthening the marketing sustentation ability, sustaining the demand of the full operation amalgamation system which includes 3G operation sustainiing system can sustain the management and control of all the field, can realize the cooperation of other fields, can mange all the users,can build the incorporate maintenance management system,can realize the point to point floe control and the service management. The tiptop bourn of enterprise informationization is enhancing the enterprise petition under the economic globalization. Developing operation sustentation system can resume the system energy and can improve the life force of the enterprise.
