land reserve system has a direct impact on landprices,although the price of land is an integral part of housing prices,but there is no causalrelationship between the rising housing and land prices,the housing prices influenced bymany factors,the land prices is one of the the basis of empirical results,this paperpresents a number of policy remendations to better its function of regulating the realestate market,such as increasing resourse of the funf,innovation of selling the land,buildingevaluation of land reserve system and the real estate bubble of the early warning mechanism.Keyword:the residents with affordable ,theland prices have been rising,from 2002 to now,and the housing prices also are achieving new high land and housing prices lead to interest groups’objections anddissatisfaction,and affect the operation,development and norms of the city’s land reserve this context,many domestic scholars research the city’s land reserve system,andthink what it give us,a huge amount of land revenue or the terrible real estate realestate industry is a pillar industry of China39。實(shí)證結(jié)果表明,城市土地儲(chǔ)備制度的建立直接帶動(dòng)了土地價(jià)格的上漲,雖然土地價(jià)格是房?jī)r(jià)的組成部分,但是地價(jià)和房?jī)r(jià)的上漲不存在因果關(guān)系,房?jī)r(jià)受多種因素的影響,地價(jià)只是其中的一個(gè)因素。本文以城市土地儲(chǔ)備制度對(duì)房地產(chǎn)市場(chǎng)影響的傳導(dǎo)順序?yàn)橹骶€,首先分析了土地儲(chǔ)備制度對(duì)土地價(jià)格的影響,然后根據(jù)地價(jià)與房?jī)r(jià)的關(guān)系,間接來分析土地儲(chǔ)備制度對(duì)房?jī)r(jià)的影響。房地產(chǎn)行業(yè)是我國(guó)國(guó)民經(jīng)濟(jì)的支柱產(chǎn)業(yè),是未來中國(guó)經(jīng)濟(jì)增長(zhǎng)的動(dòng)力之一,而土地儲(chǔ)備制度是調(diào)控房地產(chǎn)市場(chǎng)的有效手段。在這樣的背景下,國(guó)內(nèi)許多學(xué)者進(jìn)行了不同的分析和研究,大家的觀點(diǎn)不盡相同,甚至截然相反。摘要城市土地儲(chǔ)備制度作為一種全新的制度,最初的功能明確定位在壟斷城市土地一級(jí)市場(chǎng)、調(diào)控土地價(jià)格、為居民提供可負(fù)擔(dān)的住房上。然而從實(shí)際情況看來,土地價(jià)格從2002年開始一路走高,伴隨著土地價(jià)格的上漲,房?jī)r(jià)也連續(xù)創(chuàng)出新高,高地價(jià)和高房?jī)r(jià)引起有關(guān)利益群體的異議和不滿,從而影響了城市土地儲(chǔ)備制度的運(yùn)作、發(fā)展和規(guī)范。大家都在思索,土地儲(chǔ)備給城市政府、社會(huì)、房地產(chǎn)市場(chǎng)帶來了什么,是巨額的土地收益,還是可怕的房地產(chǎn)泡沫。如何通過了解土地儲(chǔ)備制度對(duì)房地產(chǎn)市場(chǎng)價(jià)格的影響機(jī)制,確保土地儲(chǔ)備制度的功能有效發(fā)揮,已成為當(dāng)前中國(guó)經(jīng)濟(jì)發(fā)展中亟待研究解決的重大課題。在總結(jié)和借鑒前人理論并結(jié)合我國(guó)現(xiàn)狀的基礎(chǔ)上,本文利用1998年2008年的季度數(shù)據(jù),對(duì)城市土地儲(chǔ)備制度對(duì)房地產(chǎn)市場(chǎng)價(jià)格的影響進(jìn)行實(shí)證研究。本文在實(shí)證結(jié)果的基礎(chǔ)上,提出了增加土地儲(chǔ)備資金來源,控制土地投放量,以及創(chuàng)新土地出讓方式,并建議建立土地儲(chǔ)備評(píng)價(jià)制度和地產(chǎn)泡沫的預(yù)警機(jī)制,以期充分發(fā)揮土地儲(chǔ)備制度對(duì)房地產(chǎn)市場(chǎng)的調(diào)控功能。s
