Therefore, rational allocation of human resources can minimize the total loss of the relief, then make the process of disaster relief efficient and feasible. Through analysis of the three actual situations, transfer of relief materials, on condition that human resources are in a limited circumstance, we can establish a model relationship between the total losses to plete this task and the allocation of human resources with the tools of calculus. That’s to say the plex issue, the allocation of human resources can be transferred into a model to solve the problem accordingly and then, we can give the formula of the model, and show conditions of existence of the optimal solution. In practical application, providing the number affected like aggregate of data report, we can get solutions with the use of the model, so as to give a reasonable and efficient allocatio
