【正文】 生物多樣性保護(hù)問題的認(rèn)識 ? Deepen biodiversity conservation understanding of Dongting Lake ? 編制洞庭湖生物多樣性保護(hù)行動計(jì)劃 ? Prepare for action plans for biodiversity conservation of Dongting Lake ? 促進(jìn)了生物多樣性保護(hù)管理能力的提高開展生物多樣性保護(hù)部門合作 ? Promote biodiversity conservation management capability and departments cooperations for biodiversity conservation ? 部門合作進(jìn)一步加強(qiáng)。 通過項(xiàng)目的實(shí)施，洞庭湖地區(qū)的環(huán)境保護(hù)、生物多樣性保護(hù)、濕地保護(hù)、保護(hù)區(qū)建設(shè)等方面的部門合作進(jìn)一步加強(qiáng)。部門合作方式也呈現(xiàn)多樣化，如交流工作信息、數(shù)據(jù)資料共享、部門聯(lián)合行動、部門研討、聯(lián)合宣傳、聯(lián)合培訓(xùn)、聯(lián)合制定相關(guān)法規(guī)條文等等。 ? Further strengthen cooperations among departments. Department cooperations of environmental protection of Dongting Lake region, biodiversity conservation, wetland protection, and conservation area construction. Cooperation mode among departments has also been diversified, such as exchanged information, sharing data, joint actions, department seminar, joint publicity, joint training and joint establishment of related regulations and provisions. ?明顯促進(jìn)了各部門生物多樣性保護(hù)的管理 ?Significantly contribute to biodiversity conservation management among departments ?達(dá)到了項(xiàng)目所要求的目標(biāo) ?Significantly contribute to biodiversity conservation management among departments ?項(xiàng)目執(zhí)行中還存在不足之處 ?Exist some shortings during project implementation 項(xiàng)目執(zhí)行的不足 shortings of project implementation ? 第一，由于長期形成的洞庭湖生物多樣性保護(hù)管理體制和機(jī)制，部門之間的協(xié)調(diào)難度較大。 （在項(xiàng)目設(shè)計(jì)階段對此估計(jì)不足，在項(xiàng)目實(shí)施過程中也花費(fèi)了相當(dāng)長的時間。） ? Firstly, owing to longterm formed biodiversity conservation management systems and mechanisms of Dongting Lake, coordinations among departments is very difficult. ( it was underestimated in the stage of project design, so implementation of the project take a long time to solve it.) ? 第二，部門合作是個長期的、漸進(jìn)的過程，短期內(nèi)難以見到非常明顯的效果。 （限于項(xiàng)目本身的實(shí)施期限只有 2年，部門合作中的一些深層次機(jī)制問題尚未涉及到，一個十分完善、順暢的部門協(xié)調(diào)機(jī)制的建立，還需要作進(jìn)一步的努力。） ? Secondly, departments cooperations should be a longterm and gradually process, which is difficult to achieve significant results. ( implementation limit of the project is only two years, some further problems of departments cooperations has not involved it, so establishment of a perfect and smooth coordination system need to further efforts.) ? 第三，中挪項(xiàng)目的目標(biāo)是加強(qiáng) 洞庭湖生物多樣性保護(hù)的橫向合作和部門管理，項(xiàng)目并未涉及到生物多樣性保護(hù)的實(shí)際投入。 （由于我省經(jīng)濟(jì)發(fā)展的水平還不高，投入洞庭湖生物多樣性保護(hù)的財(cái)力、物力十分有限，制約了洞庭湖生物多樣性保護(hù)水平的提高，同時也影響到生物多樣性保護(hù)管理能力的改善提高。） ? Thirdly, SinoNorway project aims to enhance horizontal cooperation and departments managements of biodiversity conservation in the Dongting Lake, the project has not involved actual investment of biodiversity conservation. (owing to ordinary economic development level of our province, limited investments on finance and material resources of Dongting Lake biodiversity conservation, it could restrict biodiversity conservation level of Dongting Lake and affect biodiversity conservation managements.
