As an old Chinese saying goes, Cooperation benefits both and confrontation hurts all. And this is how we believe the currency and trade issues should be addressed.第四，中國不是“匯率操縱國”，也不希望被別人操縱。近年來，中國致力于人民幣匯率機制改革，目標是形成以市場供求為基礎(chǔ)，參考一籃子貨幣進行調(diào)節(jié)、有管理的浮動匯率制度。匯率機制改革將是漸進性的，匯改的速度取決于中國的國際收支狀況，人民幣升值還是貶值要由市場來決定。有些人要求人民幣一次性升值25%40%，這是要操縱、逼迫我們開“倒車”，使中國正在進行的匯率機制改革半途而廢。我們不會采取這樣的“操縱療法”。Fourth, it is inappropriate to label China as a currency manipulator, and China does not want its currency to be manipulated by others. China has put in place a managed floating exchange rate regime, based on market supply and demand with reference to a basket of currencies. This reform should be gradual and marketbased and should proceed at a pace consistent with China39。s international balance of payments position. Some have asked for a oneoff appreciation of 25 to 40%. This would mean a setback for China39。s exchange rate reform, and such manipulative therapy will not be adopted by China.女士們、先生們，Ladies and Gentlemen,當(dāng)前，在國際社會共同努力下，世界經(jīng)濟正逐步擺脫國際金融危機陰影，走向復(fù)蘇，但復(fù)蘇的基礎(chǔ)不牢固、進程不平衡，存在較大不確定性。在這樣的后金融危機時代，世界各國更要同舟共濟，而不是同舟共“擠”；需要利人利己，而不是損人利己。Thanks to the joint efforts of the international munity, we have put the worst effects of the financial crisis behind us and the world is moving towards recovery. Yet the recovery is still in a fragile and unbalanced state, and faces many uncertainties. In this postcrisis era, it is important that countries work together for an allwin instead of a beggarthyneighbour approach.作為亞洲經(jīng)濟發(fā)展的“龍頭”，中國將繼續(xù)致力于改革開放，不斷拓展對外開放廣度和深度，以開放促改革，以開放促發(fā)展，以開放惠民生。中國將繼續(xù)致力于可持續(xù)發(fā)展，加快轉(zhuǎn)變經(jīng)濟發(fā)展方式，促進經(jīng)濟增長向消費、投資、出口協(xié)調(diào)拉動轉(zhuǎn)變，向主要依靠科技進步、管理創(chuàng)新轉(zhuǎn)變。As a driving force for economic development in Asia, China will continue to reform and open up wider. This will contribute to more economic growth and benefit our people.
