【正文】 治理通貨膨脹的經(jīng)驗和措施主要是參考李杰等的《通貨膨脹和通貨緊縮》2003年12月第2版Research on the reasons of inflation and what we can learned from foreign experiences ZhangqiangAbstracts：The reasons causing recent inflation in China is very economic system flaw and the fundamental imbalance of economic structure was hidden in the uprising prices of the superficial phenomenon. In this paper the cause of this inflation is I will give advise to the current domestic and foreign inflation situation and possible solutions for inflation situation and characteristics. China should learn from foreign experience as the foundation, and correctly grasp the macrocontrol strength and direction,and strengthen the prices of management and regulation. China also should formulate appropriate monetary policy to guard against financial risks.Keywords： inflation。 international factors。 regulation countermeasure 。五、對我國近期通貨膨脹治理的一點(diǎn)建議治理通貨膨脹，應(yīng)該從宏觀和微觀兩個方面著手，在宏觀上使用財政政策和貨幣政策相結(jié)合的辦法，通過對農(nóng)產(chǎn)品、能源、房地產(chǎn)等領(lǐng)域的價格監(jiān)管制定積極的政策、措施。在微觀方面通過引入市場競爭，積極引導(dǎo)民營企業(yè)的發(fā)展，同時通過企業(yè)改革來促進(jìn)企業(yè)成本的下降。主要政策工具有以下幾個方面：（一）繼續(xù)提高法定存款準(zhǔn)備金率，并細(xì)化對法定存款準(zhǔn)備金的要求。（二）采用提高出口關(guān)稅政策來替代人民幣升值的匯率政策，停止人民幣升值，回到固定匯率制度上。（三）建立全民性的社會保障體系，以降低居民特別是農(nóng)村居民的謹(jǐn)慎性和預(yù)防性貨幣需求。（四）設(shè)立社會保障財政專項支出，并以此作為資產(chǎn)池實施社保資金證券化，以此在短期內(nèi)獲得所需社保資金。（五）對能源供給實施財政補(bǔ)貼的政策替代對其價格管制的行政政策。（六）繼續(xù)加大對農(nóng)業(yè)部門的財政支持力度，積極促進(jìn)農(nóng)業(yè)發(fā)展，縮小和消除城鄉(xiāng)經(jīng)濟(jì)發(fā)展水平的巨大落差。參考文獻(xiàn)：[1]高鴻業(yè)，西方經(jīng)濟(jì)學(xué)[M],2008年[2]陳國輝,[J].[3]“滯脹”與凱恩斯學(xué)說的破產(chǎn)[J].[4][J].[5]余永定,:性質(zhì)、根源和解決辦法[J].[6]劉雪梅,當(dāng)前”熱錢”對我國貨幣政策的沖擊及應(yīng)對策略[J].[7]林孝成,外匯做市商制度及其對人民幣匯率形成機(jī)制的影響[J],重慶大學(xué)學(xué)報,2006年06期[8]李杰, 通貨膨脹和通貨緊縮[M].2003年 8
