But before doing so, he shall report to Party A in advance. In case of emergencies without prior reports, Party B shall submit a written report to Party A within 24 hours. （ 8）工程上使用的材料和施工質(zhì)量的檢驗權(quán)。對于不符合設(shè)計要求和合同約定及國家質(zhì)量標(biāo)準的材料、構(gòu)配件、設(shè)備，有權(quán)通知承包人停止使用；對于不符合規(guī)范和質(zhì)量標(biāo)準的工序、分部分項工程和不安全施 工作業(yè)，有權(quán)通知承包人停工整改、返工。承包人得到監(jiān)理機構(gòu)復(fù)工令后才能復(fù)工。 (8) The right to check and inspect the materials used in the Project and construction quality. The Contractor can resume construction only after he has received the work resumption mand from the Supervision Organization. （ 9）工程施工進度的檢查、監(jiān)督權(quán)，以及工程實際竣工日期提前或超過工程施工合同規(guī)定的竣工期限的簽認權(quán)。 (9) The rights to check and supervise the progress of the construction, and the right to ratify that the actual pletion date is ahead or behind the pletion deadline specified in the Engineering Construction Contract. （ 10）在工程施工合同約定的工程價格范圍內(nèi)，工程款支付的審核權(quán)，以及工程結(jié)算的復(fù)核確認權(quán)。未經(jīng)總監(jiān)理工程師簽字確認，甲方不支付工程款。但其審核權(quán)和復(fù)核確認權(quán)不影響甲方就相關(guān)內(nèi)容進行最終審核和確認，且甲方有否決權(quán)。 11 (10) The Right to check and verify that the payment to the construction contractor is within the scope of the Engineering Construction Contract, and to recheck and confirm the settlement of the accounts. Party B’s right to check and verify, recheck and confirm will not influence the final check and confirmation for relevant contents by Party A, and Party A has the veto right. 第十八條 乙方在甲方授權(quán)下，可對任何承包人合同規(guī)定的義務(wù)提出變更。如果由此嚴重影響了工程費用或質(zhì)量或進度，則這種變更須經(jīng)甲方事先書面批準。在緊急情況下未能事先報甲方批準時，乙方所做的變更也應(yīng)在 24 小時內(nèi)盡快書面通知甲方。在監(jiān)理過程中如發(fā)現(xiàn)工程承包人員工作不力，監(jiān)理機構(gòu)可要求承包人調(diào)換有關(guān)人員。 Article 18 With the authorization of Party A, Party B can propose modifications on the obligations of any contractors stipulated in the Contract.
