說(shuō)模聯(lián)人心在一起注：旋律參照《同桌的你》最后的注：本文章部分資料（包括文字及圖片）來(lái)自模擬聯(lián)合國(guó)貼吧，杭州市高中生MUN交流群及杭四模聯(lián)，在此感謝第四篇：模聯(lián)材料模聯(lián)材料加強(qiáng)水下文化遺產(chǎn)保護(hù)的重慶建議（中文版）我們，來(lái)自中國(guó)、加拿大、韓國(guó)、英國(guó)、埃及、瑞典、土耳其、法國(guó)以及聯(lián)合國(guó)教科文組織的代表，應(yīng)中國(guó)文化遺產(chǎn)研究院、重慶市文物局、聯(lián)合國(guó)教科文組織的邀請(qǐng)，參加了2010年11月24日至26日在中國(guó)重慶舉辦的“水下文化遺產(chǎn)保護(hù)、展示與利用”的國(guó)際學(xué)術(shù)研討會(huì)。在這里我們看到，中國(guó)正在用原址保護(hù)（例如白鶴梁水下博物館）、整體保護(hù)（例如海上絲綢之路博物館）的理念有效的保護(hù)水下文化遺產(chǎn)。在這里我們看到，水下文化遺產(chǎn)的價(jià)值正在被科學(xué)發(fā)掘和有效展示。在這里我們看到，不論是公眾還是國(guó)家都在為保護(hù)水下文化遺產(chǎn)付出不懈努力。為進(jìn)一步推動(dòng)水下文化遺產(chǎn)的保護(hù)，在這里我們集體建議，各國(guó)政府、社會(huì)各界采取實(shí)際行動(dòng)保護(hù)水下文化遺產(chǎn)：一是進(jìn)一步加強(qiáng)水下文化遺產(chǎn)保護(hù)。加強(qiáng)對(duì)水下文化遺產(chǎn)的調(diào)查、登錄和研究，逐步摸清水下文化遺產(chǎn)分布、特點(diǎn)及埋藏規(guī)律等情況，為依法保護(hù)奠定堅(jiān)實(shí)基礎(chǔ)。特別呼吁各國(guó)政府采取切實(shí)措施堅(jiān)決制止非法盜撈，同時(shí)嚴(yán)格限制純商業(yè)打撈水下文化遺產(chǎn)等行為，確保水下文化遺產(chǎn)安全。二是加強(qiáng)水下文化遺產(chǎn)保護(hù)能力建設(shè)。重點(diǎn)是專(zhuān)業(yè)人員的培養(yǎng)和培訓(xùn)，水下考古、水下文化遺產(chǎn)保護(hù)專(zhuān)業(yè)隊(duì)伍、專(zhuān)業(yè)機(jī)構(gòu)的建設(shè)。并特別呼吁加強(qiáng)對(duì)發(fā)展中國(guó)家水下文化遺產(chǎn)保護(hù)專(zhuān)業(yè)隊(duì)伍建設(shè)、技術(shù)等的支持。建議聯(lián)合國(guó)教科文組織與相關(guān)國(guó)家合作建立水下文化遺產(chǎn)保護(hù)培訓(xùn)中心。三是通過(guò)水下博物館等方式加強(qiáng)水下文化遺產(chǎn)的原址保護(hù)，通過(guò)博物館展覽、出版物、互聯(lián)網(wǎng)、廣播電視、社會(huì)媒體、社區(qū)專(zhuān)題活動(dòng)、體驗(yàn)潛水等多種方式讓公眾了解、參與水下考古、水下文物文化遺產(chǎn)保護(hù)，提高全社會(huì)水下文化遺產(chǎn)保護(hù)意識(shí)和參與水下文化遺產(chǎn)保護(hù)的積極性。四是加強(qiáng)水下文化遺產(chǎn)保護(hù)國(guó)際合作。水下文化遺產(chǎn)保護(hù)具有“涉及范圍廣、技術(shù)含量高、資金需求量大”等特點(diǎn)，加強(qiáng)全球性國(guó)際合作十分必要，特別是水下文化遺產(chǎn)保護(hù)的理念、方法、技術(shù)以及防止非法打撈、走私水下文化遺產(chǎn)等方面。五是進(jìn)一步加強(qiáng)對(duì)《水下文化遺產(chǎn)保護(hù)公約》的研究和完善，促進(jìn)世界各國(guó)盡早加入該公約。附件2：Chongqing Remendation on Strengthening the Preservation of Underwater Cultural HeritageWe, delegates from China, Canada, Egypt, France, Great Britain, Korea, Sweden, Turkey, and the United Nations Educational, Scientific and Cultural Organization(UNESCO), attended the “International Meeting on Protection, Presentation and Valorization of Underwater Cultural Heritage” held in Chongqing, China from 24 to 26 November, 2010, at the invitation of the Chinese Academy of Cultural Heritage, Chongqing Administration of Cultural Heritage and experienced firsthand China actively preserving the underwater cultural heritage following the philosophy of preserving insitu(as the Beiheliang Underwater Museum)and as a whole(as the Maritime Silk Road Museum in Guangdong or Nanhai 1).We saw the value of excavating /preserving underwater cultural heritage scientifically and presenting it saw both the public and the government work hard for the preservation of underwater cultural order to enhance the preservation of underwater cultural heritage, we remend that the government of other countries and the society take concrete action on the preservation of underwater cultural heritage with this understanding we remend the following: preservation of cultural heritage should be further investigation, registration and research of underwater cultural heritage should primarily be improved to find out the location, characteristic and embedding of underwater cultural heritage sites which can lay a firm foundation to protect the heritage operationally and by especially appeal to governments from all over the world to take effective/concrete action to firmly fight against illegal salvage and smuggling, and the mercial salvage of underwater cultural heritage to ensure the safety of underwater cultural building of underwater cultural heritage preservation should be points are the education and training of professionals, team building and establishing of specialized/specific especially call for the support of team building, techniques and other aspects of underwater conservation for developing , the collaboration among countries and UNESCO is suggested to establish a train
