Bureaucracies sometimes operate in ways that keep people away from each other. They tend to create selfenclosed areas of influence. These areas bee wellguarded bunkers, or silos. I know something about silos. I grew up in Iowa, and we had lots of them. Those silos of corn stood starkly alone, especially during those long cold winters.
