It is my great pleasure to wele you all to Hong Kong for the Asian Financial Forum. I am delighted that so many prestigious speakers and guests are taking part again this year.上午好！歡迎大家來到香港參加本屆亞洲金融論壇。我很高興有這么多著名的發(fā)言者及嘉賓今年再次參加本屆論壇。How things have changed since our first Forum in 2007. You may remember that the theme of the inaugural event was Leveraging New Opportunities Advancing Regional Stability. Then came the full impact of the global financial crisis. The second AFF took place this time last year amid global economic turmoil. Our theme last year, The Changing Face of Asia, was an appropriate choice. Today the situation has improved considerably, although it would be premature to say that we are pletely out of the woods. However, many economists agree that there has been a shift in global economic power away from Europe and the US and towards Asia – and in particular China. So this year39。s Forum is aptly titled: Asia in the New Economic Order.自2007年首屆金融論壇之后，國際形勢發(fā)生了很大的變化。大家也許還記得首屆論壇的主題是——“促進穩(wěn)定　拓展商機”。緊接著，全球金融危機爆發(fā)，帶來了巨大的影響。去年的這個時候，第二屆亞洲金融論壇在全球經(jīng)濟不景氣的背景下召開。但我們選擇了一個合適的主題——“轉(zhuǎn)變中的亞洲面貌”?，F(xiàn)在形勢已經(jīng)有了很大好轉(zhuǎn)，雖然說我們完全擺脫困境還為時過早。但是，許多經(jīng)濟學(xué)家都同意，現(xiàn)在全球經(jīng)濟實力已經(jīng)從歐洲和美洲轉(zhuǎn)移到亞洲來,尤其是到中國來。因此，今年論壇選擇了恰當(dāng)?shù)闹黝}：“環(huán)球經(jīng)濟新局面——亞洲新角色”。Having learned some difficult lessons during the Asian financial crisis a decade ago, our region has been relatively resilient in the face of the recent financial tsunami. Today, the international munity expects Asia to rise to the challenge and play a more prominent role in the changing economic landscape. Each of our economies has a part to play. So today, I want to talk about some of the ways we intend to grasp the opportunities in Hong Kong as well as facilitate Asia39。s financial and economic progress. 在十年前的亞洲金融危機中，我們學(xué)到了許多經(jīng)驗教訓(xùn)。因而面對最近的金融海嘯，我們顯得比較靈活。今天，國際社會期待亞洲迎接挑戰(zhàn)，在改變經(jīng)濟面貌方面發(fā)揮更重要的作用。我們每個經(jīng)濟體都占有一席之地。因此今天，我想談一下我們打算在香港抓住機會促進亞洲金融和經(jīng)濟發(fā)展的一些方法。Last month, the Asian Development Bank forecast the 14 economies of emerging East Asia – including Hong Kong and the mainland of China – to grow by per cent this year. That39。s up from the Bank39。s previous forecast of per cent growth. This is better than many of us would have dared hope for this time last year. However, we should not bee overly optimistic. There are dangers lurking that could stall the recovery process.上個月，亞洲發(fā)展銀行預(yù)計，%的速度增長，%。這樣的情況要比我們中的許多人去年這個時候所希望的要好得多。但是，我們也不能過度樂觀。因為存在著潛在的拖延經(jīng)濟復(fù)蘇進程的危險因素。Governments around the world, including here in Asia, have spent vast sums of money in shielding their economies from the worst of the global financial crisis. In Hong Kong, we have spent some US$ billion on economic stimulus measures. That is equivalent to about per cent of our GDP. We have taken extraordinary steps to guarantee bank deposits, support small and medium enterprises and provide additional capital to the banking sector if required. Other economies have taken similar action.世界各國政府，包括亞洲在內(nèi)，已經(jīng)投入了大量資金防止其經(jīng)濟走向全球金融危機的最壞境地。香港也已投入了112億美元用于經(jīng)濟刺激措施，%。我們還采取了特別措施保證銀行存款，支持中小企業(yè)發(fā)展，必要時還向銀行部門提供了額外資金。其他經(jīng)濟體也都采取了類似的措施。Now is the time for Governments to start coordinating exit strategies from these stimulus measures. A lack of coordination may lead to imbalances and financial instability that could hurt our region. The risk of inflation and fiscal shortfalls as well as changing investment appetites also poses policy challenges for the region. 現(xiàn)在政府部門應(yīng)該開始協(xié)調(diào)這些刺激措施的退出策略。缺乏協(xié)調(diào)可能會導(dǎo)致地區(qū)不平衡和金融不穩(wěn)定，對地區(qū)發(fā)展不利。通脹的風(fēng)險，財政的短缺以及不斷變化的投資偏好，同樣也會給地區(qū)帶來政策性挑戰(zhàn)。Against this backdrop we have seen the spirit of cooperation gaining momentum. Asian economies – individually and collectively – stand to benefit from greater cooperation in managing risks, reinforcing systemic resilience, enhancing productivity and ensuring financial stability. By working together, we can lay a solid foundation for sustainable economic development. This way Asia can play a more constructive role in reengineering and reshaping the global financial architecture.在這一大背景之下，我們看到了通力合作帶來的動力。亞洲的經(jīng)濟體——無論是個體還是集體——都從應(yīng)對風(fēng)險、加強制度靈活性、提高生產(chǎn)力、確保金融穩(wěn)定的全面合作中獲益。共同合作能夠為經(jīng)濟持續(xù)發(fā)展奠定扎實的基礎(chǔ)。如此一來，亞洲將可以為重塑全球金融體系發(fā)揮建設(shè)性的作用。A great example of how we can pete and collaborate at the same time is the ChinaASEAN Free Trade Area, which was launched on 1st January. The new free trade area rivals the EU (European Union) and NAFTA (North American Free Trade Area) in terms of GDP, trade volumes and population. It marks a new milestone in our region39。s history of collaboration. Strategically and historically, both the mainland of China and ASEAN(Association of SouthEast Asian Nations) are our major trading partners. We have a great deal of experience as a conduit for trade, investment and economic integration within our region.有一個很好的例子能夠說明我們完全可以在競爭的同時展開合作，那就是今年1月成立的中國東盟自由貿(mào)易區(qū)。新自由貿(mào)易區(qū)可以同歐盟、北美自由貿(mào)易區(qū)競相匹敵，不論是在國民生產(chǎn)總值、貿(mào)易總額還是人口基數(shù)上。這是我們區(qū)域合作史上的一個新的里程碑。從戰(zhàn)略和歷史的角度看，中國大陸和東盟都是我們的主要貿(mào)易伙伴。我們積累了很多作為區(qū)域貿(mào)易、投資和經(jīng)濟一體化渠道的經(jīng)驗。We are a stable and vibrant economy with fundamental strengths that have stood the test of time. These include a simple and low tax regime。 highquality services and free flow of information and capital with no foreign exchange controls. We also have a stable and fully convertible currency as well as a free and open economy buttressed by the rule of law and an independent judiciary. All this has helped to enhance our role in three important areas, namely as a global financial centre in the Asian time zone。 as a regional asset management ce
