【正文】 小議我國新型農(nóng)村養(yǎng)老保險制度的替代率班級：經(jīng)濟(jì)0901姓名：楊倩學(xué)號：1091940216小議我國新型農(nóng)村養(yǎng)老保險制度的替代率摘要 老年保障是社會保障制度中最重要的組成部分，養(yǎng)老保險制度是大多數(shù)國家老年保障的基本形式，其功能就在于保障老年人退休后的基本生活需要。在全球人口老齡化的趨勢下，在人口贍養(yǎng)比不斷提高的狀況下，養(yǎng)老保險的重要性日益凸顯，對于此，世界各國紛紛對養(yǎng)老保險制度進(jìn)行一定程度的調(diào)整，甚至改革。而我國正面臨一個不可逆轉(zhuǎn)的老齡化社會，作為世界上老年人口最多的國家，我國老年人口總量正不斷增加。因此，在我國完善養(yǎng)老保險制度迫在眉睫。2009年9月1日，國務(wù)院發(fā)布《關(guān)于開展新型農(nóng)村社會養(yǎng)老保險試點的指導(dǎo)意見》（國發(fā)[2009]32號），決定2009年在全國選擇10%的縣（市、區(qū)、旗）開展新型農(nóng)村社會養(yǎng)老保險（以下簡稱新農(nóng)保）試點，以后逐步擴(kuò)大試點，在全國普遍實施，2020年之前基本實現(xiàn)對農(nóng)村適齡居民的全覆蓋，并明確提出新農(nóng)保試點的基本原則為“?；?、廣覆蓋、有彈性、可持續(xù)”。那么，新農(nóng)保制度建立起來之后，能否實現(xiàn)“?；尽钡哪繕?biāo)呢？這就需要測算新農(nóng)保的替代率。因此，選取科學(xué)合理的方法對新農(nóng)保替代率進(jìn)行測算和分析，對于明確我國新農(nóng)保的替代率水平、完善新農(nóng)保政策以及新農(nóng)保的試點推廣都具有重要的意義。本文即通過對新農(nóng)保替代率的研究分析，在對我國新型農(nóng)村養(yǎng)老保險制度有了一定的想法的基礎(chǔ)上，對其中存在的問題及相應(yīng)解決方案提出了一些自己的見解。關(guān)鍵詞： 老年保障 新型農(nóng)村養(yǎng)老保險 養(yǎng)老保險 替代率AbstractOlder security is the most important social security system in the ponent, endowment insurance system is the basic form of elderly security in most countries，its function is the basic guarantee that satisfy the olds’ daily life after retiring.
