【正文】 小議我國(guó)新型農(nóng)村養(yǎng)老保險(xiǎn)制度的替代率班級(jí)：經(jīng)濟(jì)0901姓名：楊倩學(xué)號(hào)：1091940216小議我國(guó)新型農(nóng)村養(yǎng)老保險(xiǎn)制度的替代率摘要 老年保障是社會(huì)保障制度中最重要的組成部分，養(yǎng)老保險(xiǎn)制度是大多數(shù)國(guó)家老年保障的基本形式，其功能就在于保障老年人退休后的基本生活需要。在全球人口老齡化的趨勢(shì)下，在人口贍養(yǎng)比不斷提高的狀況下，養(yǎng)老保險(xiǎn)的重要性日益凸顯，對(duì)于此，世界各國(guó)紛紛對(duì)養(yǎng)老保險(xiǎn)制度進(jìn)行一定程度的調(diào)整，甚至改革。而我國(guó)正面臨一個(gè)不可逆轉(zhuǎn)的老齡化社會(huì)，作為世界上老年人口最多的國(guó)家，我國(guó)老年人口總量正不斷增加。因此，在我國(guó)完善養(yǎng)老保險(xiǎn)制度迫在眉睫。2009年9月1日，國(guó)務(wù)院發(fā)布《關(guān)于開(kāi)展新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)的指導(dǎo)意見(jiàn)》（國(guó)發(fā)[2009]32號(hào)），決定2009年在全國(guó)選擇10%的縣（市、區(qū)、旗）開(kāi)展新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)（以下簡(jiǎn)稱新農(nóng)保）試點(diǎn)，以后逐步擴(kuò)大試點(diǎn)，在全國(guó)普遍實(shí)施，2020年之前基本實(shí)現(xiàn)對(duì)農(nóng)村適齡居民的全覆蓋，并明確提出新農(nóng)保試點(diǎn)的基本原則為“?；?、廣覆蓋、有彈性、可持續(xù)”。那么，新農(nóng)保制度建立起來(lái)之后，能否實(shí)現(xiàn)“?；尽钡哪繕?biāo)呢？這就需要測(cè)算新農(nóng)保的替代率。因此，選取科學(xué)合理的方法對(duì)新農(nóng)保替代率進(jìn)行測(cè)算和分析，對(duì)于明確我國(guó)新農(nóng)保的替代率水平、完善新農(nóng)保政策以及新農(nóng)保的試點(diǎn)推廣都具有重要的意義。本文即通過(guò)對(duì)新農(nóng)保替代率的研究分析，在對(duì)我國(guó)新型農(nóng)村養(yǎng)老保險(xiǎn)制度有了一定的想法的基礎(chǔ)上，對(duì)其中存在的問(wèn)題及相應(yīng)解決方案提出了一些自己的見(jiàn)解。關(guān)鍵詞： 老年保障 新型農(nóng)村養(yǎng)老保險(xiǎn) 養(yǎng)老保險(xiǎn) 替代率AbstractOlder security is the most important social security system in the ponent, endowment insurance system is the basic form of elderly security in most countries，its function is the basic guarantee that satisfy the olds’ daily life after retiring.
