【正文】 中文題目:地方政策執(zhí)行的障礙與對策外文題目:PLACE THE POLICY IMPLEMENTATION AND COUNTERMEASURES畢業(yè)論文共13頁完成日期2012年11月 答辯日期2012年11月1遼寧工程技術大學畢業(yè)論文摘要公共政策在地方政府的執(zhí)行是一個動態(tài)的過程，它是政策方案合法化后，政策執(zhí)行者通過建立組織機構，運用各種政策資源，采取解釋、宣傳、實驗、實施、協調與監(jiān)控等各種行動，將政策觀念形態(tài)的內容轉化為實際效果，從而實現既定政策目標的活動過程；同時又是在復雜社會系統中進行的復雜活動，其有效性經常會受到某些因素的影響，使得公共政策付諸實施后，并不盡然取得預期的政策效果，反而造成政策執(zhí)行走樣，甚至導致政策執(zhí)行失敗。公共政策要達到其預定的目標，取得預期的效果，關鍵在于政策的有效執(zhí)行?，F實的政策實踐表明，某些政策付諸實施以后，并不能取得政策效果。這是因為在執(zhí)行過程中會遇到各種因素的干擾和影響。本文旨在探討影響地方政策有效執(zhí)行的主要因素并提出相應的對策，以利于在政策執(zhí)行過程中，趨利避害，而且保證其順利執(zhí)行具有十分重要的意義。關鍵詞：地方政府；公共政策；執(zhí)行障礙；解決對策ABSTRACTPublic policy in the execution of the local government is a dynamic process, it is policy scheme after the legalization, policy executors by establishing organization, use all sorts of policy resources, take interpretation, publicity, experiment, implementation, coordination and monitoring of all kinds of action, the content of the policy ideology into the actual effect, so as to achieve the established policy target activities process。 At the same time, in the plex social system of plex activities, its effectiveness often will be affected by some factors, make public policies into practice, not exactly get expected policy effect, they cause the policy implementation out of shape, and even cause the policy implementation failure. Public policy to achieve its intended target, obtain the desired effect, the key lies in effective implementation of the policy. Realistic policy practice shows that some policy put into practice after, and can39。t get the policy effect. This is because in the execution process will encounter all sorts of factors of interference and influence.
