【正文】 首都經(jīng)濟(jì)貿(mào)易大學(xué) Capital University of Economics and Business 碩 士 學(xué) 位 論 文 THESIS OF MASTER DEGREE 論文題目: 義務(wù)教育階段 城市貧困家庭教育救助 研究 以 北京市 朝陽(yáng)區(qū) 部分學(xué)區(qū) 為例 院 系: 勞動(dòng)經(jīng)濟(jì)學(xué)院 專 業(yè): 社會(huì)保障 學(xué) 號(hào): 22021050330 作 者: 崔 潔 指導(dǎo)教師: 王靜 教授 完成日期: 2021 年 3 月 I 摘 要 本研究在已有的城市貧困研究成果和社會(huì)救助理論基礎(chǔ)上,借助對(duì)北京市朝陽(yáng)區(qū)部分學(xué)區(qū)處于 義務(wù)教育階段 的城市貧困家庭教育現(xiàn)狀的調(diào)查 , 評(píng)估了以“兩免一補(bǔ)”為主的教育救助 政策效果 ,并據(jù)此分析出北京市朝陽(yáng)區(qū)現(xiàn)行 教育 救助制度 的 影響 因素主要包括責(zé)任主體、救助方式以及資金投入等 方面 ,進(jìn)而得出了相應(yīng)的對(duì)策: 創(chuàng)新運(yùn)行機(jī)制,優(yōu)化救助體系 ; 豐富救助主體,拓寬救助渠道 ; 改善政策目標(biāo),促進(jìn)發(fā)展性救助 。 本研究的創(chuàng)新點(diǎn)主要體現(xiàn)為以下 三個(gè)方面 。 首先是 關(guān)于 救助主體的責(zé)任劃分 , 筆者并未一味 強(qiáng)調(diào)政府責(zé)任 、 無(wú)視政府財(cái)政負(fù)擔(dān) 盲目 要求擴(kuò)大救助 資金 投入,而是 更加強(qiáng)調(diào)學(xué)校 管理與社會(huì)參與可能帶來(lái)的 積極作用。其次, 當(dāng)前北京市城市貧困家庭子女教育問(wèn)題已不再僅僅體現(xiàn)為因貧輟學(xué), 對(duì)此 “兩免一補(bǔ)”政策已 基本完成 目標(biāo),但是關(guān)注到貧困學(xué)生 身體、心理和素質(zhì)培養(yǎng)等方面 救助內(nèi)容 的缺失, 發(fā)展性救助刻不容緩 。最后, 北京市朝陽(yáng)區(qū) 作為實(shí)現(xiàn)和拓展首都城市性質(zhì)功能的重要區(qū)域,綜合實(shí)力雄厚,在社會(huì)救助事業(yè)的發(fā)展上也走在 全國(guó) 前列, 它在制度運(yùn)行過(guò)程中 所 顯現(xiàn)的問(wèn)題和未來(lái)發(fā)展方向或許 可以為北京 市乃至全國(guó)的教育救助制度 提供前瞻性借鑒 。 關(guān)鍵詞 北京市 城市 貧困 家庭 義務(wù)教育 教育 救助 II Abstract Based on the existing urban poverty research and field survey, this paper has analyzed the main factors that affect the education assistance system in Chaoyang district of Beijing mostly including responsibility body, relief channels and fund input, and made some remendations as follows. Above all, it is necessary to reform the operating mechanisms and then optimize the social assistance system. Besides, we have to increase the number of resposibility body and broaden the relief channels as much as possible. Last and not least, it is essential to improve the objective of education assistance policy and to promote the developmental assistance. Innovation of this study is mainly reflected in the following three aspects. Firstly, about the division of responsibilities, the author placed school managent and social participation at an important position, instead of overemphasizing the responsibility of government and simply raising the demand of expanding the governmental financial input blindly. Secondly, the current education problems on urban poor families has not just reflected in the dropout, and it has been settled basically by the two exemptions and one supplement policy in pulsory education. Due to the lack of relief content involving student39。s physical, psychological and quality training, it is time to study developmental assistance. Finally, chaoyang district in Beijing, as the key area enhancing capital city39。s function, has strong prehensive strength and its social assistance system is topranked nationwide, so maybe the disccusion can provide forwardlooking experience for Beijing and even for the nationwide.
