基于業(yè)務(wù)流程視角的商業(yè)銀行操作風(fēng)險管理研究 ——以廣發(fā)銀行南京分行為例 華中科技大學(xué) 碩士學(xué)位論文 基于業(yè)務(wù)流程視角的商業(yè)銀行操作風(fēng)險管理研究 以廣發(fā)銀行 南京分行為例 姓名 :葉劍波 申請學(xué)位級別 :碩士 專業(yè) :行政管理 指導(dǎo)教師 :王國華 20200105 華 中 科 技 大 學(xué) 碩 士 學(xué) 位 論 文 摘 要 目前操作風(fēng)險與市場風(fēng)險、信用風(fēng)險共同構(gòu)成商業(yè)銀行的三大風(fēng)險。隨著因操 作風(fēng)險引致的重大損失事件頻繁發(fā)生 ,使得操作風(fēng)險日益受到國內(nèi)外金融機(jī)構(gòu)的警 惕。尤其近年來 ,一系列由于操作風(fēng)險所導(dǎo)致的銀行案件震驚了我國金融界 ,這也 警示了我國商業(yè)銀行加強(qiáng)操作風(fēng)險管理的緊迫性和重要性。我國商業(yè)銀行普遍存在 對操作風(fēng)險的防范意識不強(qiáng)、內(nèi)部控制落后經(jīng)營實踐、操作風(fēng)險管理體系不健全、 員工素質(zhì)不適應(yīng)操作風(fēng)險管理需要等問題。尤其隨著信息技術(shù)的飛速發(fā)展 ,我國商 業(yè)銀行經(jīng)營規(guī)模進(jìn)一步擴(kuò)大 ,產(chǎn)品多樣化、業(yè)務(wù)復(fù)雜化 ,但在經(jīng)營模式、公司治理 及操作風(fēng)險的控制方面存在諸多不完善的方面 ,勢必加速操作風(fēng)險的日趨擴(kuò)大 ,并 呈現(xiàn)出更加復(fù)雜的表現(xiàn)形式。 在我國商業(yè)銀行操作風(fēng)險管理中 ,基于流程的管理是操作風(fēng)險管理的一個重要 方面。操作風(fēng)險大多產(chǎn)生于具體的銀行業(yè)務(wù)流程之中 ,若能恰當(dāng)對流程加以控制 , 勢必會減少操作風(fēng)險發(fā)生的頻率 ,減少銀行風(fēng)險資本的投入。而當(dāng)今商業(yè)銀行的實 際管理中 ,銀行操作風(fēng)險案件屢屢發(fā)生 ,其主要原因在于流程控制的力度不強(qiáng)。與 國際商業(yè)銀行的管理相比 ,我國對商業(yè)銀行操作風(fēng)險的管理尚處于初步階段 ,尤其 是在流程管理方面 ,如何設(shè)計一個完善的控制流程 ,有效防范操作風(fēng)險 ,規(guī)范操作 行為 ,建立一套完整的操作管理體系是本文研究的主題。 本文基于國有商業(yè)銀行操作風(fēng)險的流程管理 ,在概述操 作風(fēng)險相關(guān)理論的基礎(chǔ) 上 ,采用理論和實踐相結(jié)合的寫作方法 ,結(jié)合廣東發(fā)展銀行南京分行的實踐 ,將業(yè) 務(wù)流程理論引入銀行操作風(fēng)險的研究領(lǐng)域 ,從業(yè)務(wù)流程的視角來分析商業(yè)銀行操作 風(fēng)險的現(xiàn)狀、類型、特點和成因 ,并對操作風(fēng)險的識別、度量、監(jiān)測、控制四個流 程進(jìn)行了系統(tǒng)的分析 ,構(gòu)建和完善有效的商業(yè)銀行操作風(fēng)險管理框架 ,以強(qiáng)化商業(yè) 銀行操作風(fēng)險管理 ,實現(xiàn)商業(yè)銀行的良性運轉(zhuǎn)。希望以此對廣發(fā)銀行南京分行和我 國商業(yè)銀行的操作風(fēng)險管理能起到一定的借鑒作用。 關(guān)鍵詞 :商業(yè)銀行 業(yè)務(wù)流程 操作風(fēng)險 風(fēng)險管理 I 華 中 科 技 大 學(xué) 碩 士 學(xué) 位 論 文 Abstract Currently operating risk and market risk, credit risk are the three biggest risk in mercial bank.
