登記管理數(shù)據(jù)綜合利用和發(fā)布機制，及時匯總外資市場主體登記管理信息，加強對外資市場主體登記信息和外商投資企業(yè)發(fā)展情況的分析，充分發(fā)揮外資市場主體登記管理的公共服務職能作用，為外商投資企業(yè)發(fā)展服務。在登記環(huán)節(jié)，積極支持外商投資鼓勵類產(chǎn)業(yè)，對國家限制外商投資的項目嚴格把關，堅持先證后照，對國家禁止外商投資的項目，一律不予登記。（十五）切實提高外商投資企業(yè)出資到位率。（十六）進一步提高外商投資企業(yè)年檢效能。進一步完善外商投資企業(yè)年檢匯總報告制度，強化對年檢信息的整理分析，準確掌握外商投資企業(yè)的動態(tài)情況。進一步強化競爭執(zhí)法，繼續(xù)深入開展打擊“傍名牌”等專項競爭執(zhí)法活動，嚴肅查處侵犯外商投資企業(yè)權益的不正當競爭案件。依法嚴厲查處壟斷、不正當競爭案件，營造公平競爭的市場環(huán)境。進一步強化消保維權工作，認真開展打假維權專項執(zhí)法行動，依法嚴厲查處銷售假冒偽劣商品等違法行為，切實保護消費者和外商投資企業(yè)合法權益。（十九）積極引導外商投資企業(yè)提高商標注冊、運用、保護、管理能力。建立健全與外商投資企業(yè)的溝通渠道，指導幫助外商投資企業(yè)開展商標保護工作。對涉及有利于利用外資推動我國科技創(chuàng)新、產(chǎn)業(yè)升級、區(qū)域協(xié)調(diào)發(fā)展的商標評審案件，可以根據(jù)案情需要提前審理。創(chuàng)新機制手段，提高辦事效率，規(guī)范食品流通許可。積極配合有關部門做好外商投資汽車銷售企業(yè)相關審核工作，支持外商投資汽車銷售企業(yè)發(fā)展。支持外商投資廣告企業(yè)發(fā)揮管理、技術、人才等方面優(yōu)勢，促進廣告業(yè)發(fā)展；引導外商投資廣告企業(yè)承擔社會責任，參與公益廣告活動，為提升我國公益廣告水平做貢獻。（二十二）積極發(fā)揮行政指導作用。注意把握行政處罰和行政指導的統(tǒng)一，引導外商投資企業(yè)誠信守法、規(guī)范經(jīng)營，努力營造和諧的外商投資企業(yè)監(jiān)管執(zhí)法環(huán)境。根據(jù)實際需要，積極支持授予中西部地區(qū)工商行政管理機關和外商投資企業(yè)相對集中的國家級經(jīng)濟技術開發(fā)區(qū)、高新技術產(chǎn)業(yè)開發(fā)區(qū)工商行政管理機關外商投資企業(yè)核準登記權，方便外商投資企業(yè)就近辦理登記手續(xù)，積極服務外資向中西部地區(qū)轉(zhuǎn)移和增加投資，促進區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展。充分發(fā)揮外資授權登記和屬地監(jiān)管的雙重優(yōu)勢，切實落實屬地工商行政管理機關的監(jiān)管職責，加強外商投資企業(yè)屬地監(jiān)管，促進外商投資企業(yè)守法經(jīng)營、健康發(fā)展。依法實施監(jiān)督管理，正確行使自由裁量權。主動聯(lián)系外商投資企業(yè)協(xié)會、工商登記聯(lián)絡員協(xié)會等組織，認真聽取外商投資企業(yè)的意見和建議，依法處理外商投資企業(yè)反映的問題，切實維護外商投資企業(yè)合法權益。加強與有關部門的溝通協(xié)調(diào)，及時解決外商投資企業(yè)審批登記工作中出現(xiàn)的新問題。國家工商行政管理總局
