It is essential to evaluate the talented people convergence level of SISC to understand the current situation of the building of talent highland of SISC. Through definition of talented people of international shipping centers and analysis of the industry makeup of SISC, twelve categories of talented people were pointed out as the key ones to the building of SISC. The evaluation index system of international shipping center talented people convergence level was set up, based on which Fuzzy Comprehensive Evaluation method was utilized to pare the talented people convergence level of Shanghai, Hong Kong, Singapore and London Shipping Centers. The gaps between Shanghai and other shipping centers were found and causes were discussed.
