As an investor， the national government has its specific subject natures. Government investment subject management belongs to the category of macromanagement and it has lager differences in source of funding， the natures， fund operation and the regulatory from enterprise. All of these differences will cause its inherent natures and risks. The basic objective of government investment is optimizing its benefit. For the construction of the internal control of government investment in the more lag the state，it causes many problems such as having too many managers， project preparatory work not in place， not attaching the importance to the feasibility study and inefficient in project quality ，schedule and cost management. The existence of these problems will inevitably lead to government investment being difficult to achieve the optimum.By studying the government investment internal control current situation， this paper analyzed the reasons for its weakness including five aspects such as the governance structure unreasonable， lack of project investment risk assessment， related system less developed， information munication backward and supervision not in place. And then it gave countermeasures against these reasons for improving government investment internal control from the five elements of internal control. The countermeasures included the target of internal control， the principles should be followed and general ideal. And it put forward what we should do first is to strengthen out the concept of large management department of government investment. The ways to achieve the target include the leaders setting up internal control management idea， setting up internal control department and executing internal control and supervision， improving the internal governance， regulating the external governance and paying attention to system construction and master it. It also gave the concerns the related department should pay attention to through internal construction. What we should do next is to master the key points of risk control through the government investment life cycle. It gave the risk control contents against each risk key points. Then this paper put forward that to improve work efficiency we should set up internet system to achieve the target of realizing government investment data share. And last it put forward to strengthen the monitor aim what we should do is to set up effective mechanism of funds supervision and control， execute strictly financial investment accreditation system， strengthen government investment audit and supervision and fully implement the project after evaluation.
