Based on the multiperspective analysis of the survey data and prehensive evaluation of different influence factors, the results were more realistic and objective through the longperiod study which eliminates the influence of individual events. Thirdly, public governance theories were introduced into the tobacco control for the first Abstract V time, which broke the status quo of domestic tobacco control led by the government. From the perspective of public governance, in bination with the empirical analysis results, the article proposed suggestions on the reconstruction of tobacco control system and tobacco control strategies of the future tobacco control work in Beijing through the full quantitative analysis of survey data. The research outes of the article would provide support for the formulation of the Tobacco Control Regulations of Beijing, contribute to the realization of the tobacco control targets in the Twelfth Fiveyear Plan, give reference for the tobacco control work made by other provinces and developing countries sharing similar status, lay the foundation for the construction of the Notobacco Capital of Beijing and make contributions to the improvement of the average life expectancy of the citizens in Beijing ultimately. As a result, it has great theoretical significance and practical value to select a typical city to make researches, analyze tobacco control policies, monitor smoking status, evaluate the effect of policy deployment and hence propose feasible suggestions on policymaking. This article reviews and analyzes the tobacco control policy in Beijing from 1996 to with the literature qualitative analysis methods as well as interviews, surveys and case studies, we gave a prehensive assessment of Beijing’s tobacco control policy based on the quantitative analysis of the monitoring data concerning the smoking status and tobacco control effects in the whole city and some key industries, which show that the Beijing tobacco control effect is remarkable in the situation of sluggish national tobacco control overall. Since the first local tobacco control legislation was issued in 1995, under the auspices of the Beijing Patriotic Health Campaign Committee, Beijing has taken a series of interventions in the field of legal construction, administration, health, education and social support. What’s more, tobacco control work came to a climax by the historical opportunity of the smokefree Olympic Games. The six times survey results of Beijing residents smoking status showed that the overall smoking rate dropped from percent in 1997 to percent in 2020 and the passive smoking rate dropped from percent in 1997 to percent in 2020. Evaluation of the effects of tobacco control policies in Beijing showed that most of the ten categories of pletely nonsmoking public places achieved the rate
