Taipei maturity of residential area 97Conclusion 98Thanks 99Teference 100緒論一、課題背景為了適應(yīng)新時期的發(fā)展要求,連云港提出了“城市東進(jìn),擁抱大?!钡膽?zhàn)略指導(dǎo)思想,新一輪的規(guī)劃建設(shè)全面展開。同時猴嘴街道作為傳統(tǒng)小鎮(zhèn),保持其特有的小鎮(zhèn)形象,從人性化角度,完善各類基礎(chǔ)配套設(shè)施,使原居民具有強(qiáng)烈的地域認(rèn)同感。在本方案設(shè)計過程中,采用現(xiàn)場踏勘和訪問相關(guān)部門的方式進(jìn)行現(xiàn)狀調(diào)研,依據(jù)現(xiàn)狀資料分析結(jié)果和相關(guān)規(guī)劃案例的研究進(jìn)行方案對比,然后確定設(shè)計方案,以確保規(guī)劃的科學(xué)性和合理性。摘要本規(guī)劃題目為《連云港市猴嘴片區(qū)控制性詳細(xì)規(guī)劃》,規(guī)劃中遵循區(qū)域一體化、協(xié)調(diào)性和整體效益性原則,以“面向未來地緣人文,拓掘進(jìn)步時代脈搏,塑造濱水特質(zhì)空間”為規(guī)劃理念,打造一個集商貿(mào)、居住、旅游、文化于一體的現(xiàn)代化公共配套區(qū)。規(guī)劃著重于城市空間的總體控制,為下層次的規(guī)劃提供依據(jù),實現(xiàn)地域文化與濱水空間相融合的地區(qū)亮點。在規(guī)劃中依托鹽坨站特有的自然與文化資源,展示其獨(dú)特的地區(qū)文化——鹽文化,以高標(biāo)準(zhǔn)、高定位,打造鹽文化街區(qū)。本項目的建設(shè)將會為周邊產(chǎn)業(yè)園區(qū)提供更好的配套服務(wù),也會對舊城改造、保護(hù)環(huán)境等方面起到積極的推動作用,為城市發(fā)展做出貢獻(xiàn)。整個東部城區(qū),尤其是連云港經(jīng)濟(jì)技術(shù)開發(fā)區(qū)進(jìn)入一個高速發(fā)展的全新時期。通過對連云港市猴嘴片區(qū)控制性詳細(xì)規(guī)劃項目編制工作的研究,力圖達(dá)到高效務(wù)實的規(guī)劃,為猴嘴的開發(fā)建設(shè)與管理提供依據(jù)。二、控規(guī)中功能定位的發(fā)展現(xiàn)狀準(zhǔn)確城市定位,將會把有限的社會資源配置到最適合城市發(fā)展的領(lǐng)域中,為城市經(jīng)濟(jì)找到一條最適合發(fā)展的道路,是有限資源做到最佳的匹配[13]。在規(guī)劃中相鄰片區(qū)的功能定位重復(fù)或現(xiàn)狀研究不明了和發(fā)展趨勢預(yù)測不科學(xué)導(dǎo)致盲目定位,使片區(qū)經(jīng)濟(jì)發(fā)展不知何去何從[46]。猴嘴片區(qū)的周邊片區(qū)有嘉泰國際產(chǎn)業(yè)園、海濱新區(qū)、宋跳產(chǎn)業(yè)園、大埔產(chǎn)業(yè)園、朝陽編組站、高教園區(qū)、云臺山風(fēng)景區(qū);它們的功能涵蓋的很全面,那就意味著猴嘴片區(qū)的功能定位會是個難題,而且對該片區(qū)的發(fā)展起著決定性的作用。沒有準(zhǔn)確、清晰的城市定位,政府對城市
