在部分政府部門過分的追求經(jīng)濟(jì)利益,忽視了城市規(guī)劃管理在實(shí)現(xiàn)社會效益、環(huán)境效益和推進(jìn)整個城市可持續(xù)發(fā)展中的重要作用。、規(guī)劃管理的公眾參與機(jī)制匱乏目前,我國多數(shù)城市的規(guī)劃管理還主要是政府一方的事務(wù),并沒有充分發(fā)揮社會各界的聰明才智。四是城市規(guī)劃人員素質(zhì)不到位。本文詳細(xì)闡述了當(dāng)前我國城市規(guī)劃管理中存在的問題,并提出了一系列完善城市規(guī)劃管理的有效措施。然而,我國目前的城市規(guī)劃管理還存在諸多較嚴(yán)重的問題。當(dāng)前,很多城市的規(guī)劃執(zhí)法主體管理職能被肢解,城鄉(xiāng)一體化規(guī)劃管理模式尚未形城市的有效規(guī)劃管理是是一個時期內(nèi)城市發(fā)展的藍(lán)圖,是研究城市的未來發(fā)展、合理布局和綜合安排城市各項(xiàng)建設(shè)工作的重要舉措。所以,出現(xiàn)了個別房地產(chǎn)企業(yè)隨意改變規(guī)劃等違法超建現(xiàn)象。按照國務(wù)院的有關(guān)規(guī)定,分區(qū)規(guī)劃、控制性詳細(xì)規(guī)劃等,應(yīng)由政府審批,如果不能及時進(jìn)行法定的審批,城市規(guī)劃管理的權(quán)威性將受到嚴(yán)重挑戰(zhàn)。 、規(guī)劃管理的實(shí)施手段相對缺乏。近年來,我國掀起了一股城市規(guī)劃建設(shè)的熱潮,與之并存的是規(guī)劃建設(shè)中的盲目、無序。具體表現(xiàn)在:城市規(guī)劃時間大大縮短,部分城市20年的規(guī)劃指標(biāo)在5年內(nèi)即已完成,城市規(guī)劃對城市發(fā)展失去了應(yīng)有的調(diào)控作用;城鄉(xiāng)規(guī)劃體制分割脫節(jié),城郊結(jié)合部建設(shè)管理混亂;部分城市打著改造舊城、消除危房等幌子,嚴(yán)重破壞歷史建筑、城市風(fēng)貌;部分城市規(guī)劃建設(shè)不善,導(dǎo)致城市污水未經(jīng)處理直接排放,導(dǎo)致城市環(huán)境嚴(yán)重污染,生態(tài)遭到破壞;部分城市規(guī)劃管理監(jiān)督約束機(jī)構(gòu)不健全,導(dǎo)致違法建筑現(xiàn)象嚴(yán)重;部分城市建設(shè)時序混亂,存在先建房后修路等錯誤建設(shè)時序,導(dǎo)致建設(shè)綠地被大量占用,建筑垃圾大量遺棄,城市生活環(huán)境質(zhì)量嚴(yán)重下降;多數(shù)城市建筑風(fēng)格雷同,出現(xiàn)大馬路、大廣場、人工湖、豪華辦公樓等千城一面的現(xiàn)象。目前城市規(guī)劃的大體概況。在方法上,系統(tǒng)工程等現(xiàn)代科學(xué)技術(shù)方法已開始應(yīng)用于城市總體規(guī)劃工作。這些規(guī)劃主要是規(guī)定城市發(fā)展的目標(biāo)和達(dá)到目標(biāo)所采取的方針政策與途徑,包含社會、經(jīng)濟(jì)、建設(shè)、環(huán)境等方面的內(nèi)容,并以“區(qū)劃”來指導(dǎo)土地使用。第1章 城市整體規(guī)劃概述 城市規(guī)劃概況20世紀(jì)60年代以來,西方國家的城市總體規(guī)劃內(nèi)容,側(cè)重于研究城市發(fā)展的戰(zhàn)略性的原則問題,并對此作出長遠(yuǎn)性、輪廓性安排,另以分區(qū)的規(guī)劃指導(dǎo)局部的具體的建設(shè)。由于我國地域?qū)拸V、人口眾多,大中小城市分布極不平衡,導(dǎo)致當(dāng)前我們在城市規(guī)劃管理中存在著諸多的問題。 所謂城市,是人類社會發(fā)展到一定階段的產(chǎn)物,是一定地域范圍內(nèi)的社會政治、經(jīng)濟(jì)、文化的中心。做好新形勢下的城市規(guī)劃管理工作,已經(jīng)成為當(dāng)前的一項(xiàng)緊迫任務(wù)。所以,要建設(shè)好一個城市,科學(xué)合理的城市規(guī)劃、統(tǒng)一適宜的布局管理,尤為重要。(12 ) 參考文獻(xiàn) ( 10 )結(jié) 束 語 ( 7 )第3章:城市整體規(guī)劃的造價控制( 5 ) 建筑施工圖預(yù)算的編制( 4 )第2章: 工程造價對在建筑過程中的重要性( 3 ) 城市規(guī)劃管理存在的問題( 3 )、規(guī)劃管理的公眾參與機(jī)制匱乏( 2 )、規(guī)劃管理的實(shí)施手段相對缺乏(2 ) 城市規(guī)劃管理存在的問題(III )目錄 ( Ι )Abstract 關(guān)鍵詞:規(guī)劃管理 建筑工程 造價控制AbstractCity planning management as a coordination of city space layout, to improve the living environment, promote sustainable economic and social development of the city administration.
