【正文】 的經(jīng)濟負(fù)擔(dān)，是因為他們對自身的實際舉債能力評估不當(dāng)，造成過度負(fù)債。目前，地方政府負(fù)債問題在財政方面研究較多，而從財務(wù)的角度進行負(fù)債的研究則主要集中于政府會計信息披露，其中代表性的理論有委托代理理論、公共選擇理論和新公共管理改革。 國內(nèi)外 研究現(xiàn)狀 地方政府負(fù)債具有兩面性，政府能夠合理負(fù)債，就可以緩解財政危機，促進市場經(jīng)濟的可持續(xù)發(fā)展。盡管各級政府已經(jīng)嘗試通過頒布相關(guān)管理債務(wù)法規(guī)，制定償還付債計劃等方法來監(jiān)控地方負(fù)債，但由于執(zhí)行方面監(jiān)管不力，許多政策發(fā)布之后并不能得到落實。 ？ 地方政府負(fù)債風(fēng)險已經(jīng)成為一個日益嚴(yán)重的問題，隨著國民經(jīng)濟的飛速發(fā)展，我的的市場經(jīng)濟環(huán)境發(fā)生的巨大改變。第三，地方政府性債務(wù)對土地出讓收入的依賴程度較高。第二，部分地方和行業(yè)債務(wù)負(fù)擔(dān)較重。 根據(jù) 20203年底審計署發(fā)布的《全國政府性債務(wù)審計結(jié)果》，目前我國政府性債務(wù)管理中存在的問題主要有：第一， 地方政府負(fù)有償還責(zé)任的債務(wù)增長較快 。 ? 較 2020年的 政府負(fù)有償還責(zé)任的債務(wù) 億元 ， 有擔(dān)保責(zé)任的或有債務(wù) 億元 ， 可能承擔(dān)一定救助責(zé)任的其他相關(guān)債務(wù) 億元 ？ 相比，還是有所膨脹。國家對此也十分重視，自 2020 年以來，財政部，人民銀行多 次發(fā)布了相關(guān)文件來限制與規(guī)范地方政府融資平臺的融資問題。尤其近年來，伴隨著國際金融危機的影響和沖擊，這些隱患 從 2020 年 開始 漸漸凸顯出來，我國地方政府債務(wù)規(guī)模在兩者的刺激下迅速膨脹起來。 關(guān)鍵詞 ：；地方政府負(fù)債；風(fēng)險； Abstract With the rapid development of Chinese economy and the accelerating process of urbanization , to break through the bottleneck of funds for urban infrastructure and legal obstacles prohibited by the state of local government debt financing , a number of local government financing platform panies when they start to appear .
