The CDM project must lead to real, measurable, and longterm benefits related to the mitigation of climate change. Kyoto article 12 ? 溫室氣體的排放應(yīng)小于可信和可能的基準排放是否是真實的 Real if actual GHG emissions are less than the emissions in a credible and probable baseline scenario ? 測定確定項目排放水平與基準排放水平方法的可行性應(yīng)是在合理的范圍內(nèi) Measurable if the actual level of GHG emission
