【正文】 第四節(jié) 重點行業(yè)及特殊食品的監(jiān)督管理 Surveillance and management of some important industry and special foods （ 三 ） 保健食品監(jiān)督管理的技術(shù)規(guī)范 我國現(xiàn)已制定的技術(shù)規(guī)范有《保健食品功能學評價程序和檢驗方法》、《保健食品評審技術(shù)規(guī)程》、《保健食品標識規(guī)定》、《保健食品通用衛(wèi)生要求》、《保健（功能）食品通用標準》、《保健食品企業(yè)良好生產(chǎn)規(guī)范》、《保健食品功能學檢驗機構(gòu)認定與管理辦法》等，這一系列技術(shù)標準文件，是我國對保健食品實施監(jiān)督管理的重要科學依據(jù)。 第四節(jié) 重點行業(yè)及特殊食品的監(jiān)督管理 Surveillance and management of some important industry and special foods ， 有相應的適宜人群 (Healthy foods are designed for special crowd, aim at some physical function and have a relevant crowd.) ； ， 而不是以治療為目的(Healthy food intend to adjust physical function but not treat.) ； ， 也可以是膠囊 、 片劑等新的食品屬性 (The product property of healthy food can be either tradition or capsule, troche and so on.) 第四節(jié) 重點行業(yè)及特殊食品的監(jiān)督管理 Surveillance and management of some important industry and special foods （ 二 ） 保健食品監(jiān)督管理的法律法規(guī) (law and rule for surveillance and management of healthy food) 《食品衛(wèi)生法》 （ The Law for Food Sanitation） 是我國對保健食品實施監(jiān)督管理的法律依據(jù)。 according with nutrient and healthy demand that ought to have.) ； ， 還必須具有特定的保健功能 (Healthy food should have special healthy function except the general character of food.) 。即應當無毒無害 ， 符合應有的營養(yǎng)和衛(wèi)生要求 (Healthy food should have the basic character of food。 即適宜于特定人群食用 ， 具有調(diào)節(jié)機體功能 ， 不以治療疾病為目的的食品 。 第四節(jié) 重點行業(yè)及特殊食品的監(jiān)督管理 Surveillance and management of some important industry and special foods （二）街頭食品存在的主要衛(wèi)生問題 (The major healthy problems of street food) (To be short of hygiene facilities) ，加工、經(jīng)營過程不符合衛(wèi)生要求 (People with jobs of food and drink industry have lower culture and healthy quality。 (Street foods are eaten immediately foods which are produced in downtown street, mercial market and other similar public.) 第四節(jié) 重點行業(yè)及特殊食品的監(jiān)督管理 Surveillance and management of some important industry and special foods 特點： 1. 加工方法多樣 (many kinds of producing methods) 2. 食用方便 (convenient eating) 3. 風味獨特 (special flavor) 4. 價格相對便宜 (paratively cheap price) 國際食品法典委員會 (CAC)亞洲協(xié)調(diào)委員會制定了《街頭食品衛(wèi)生操作準則》 (guideline of hygienic practice for street foods)。 第三節(jié) 食品衛(wèi)生標準 standards of Food Hygiene （ 三）中國加入 WTO后，面臨的挑戰(zhàn)和應該 考慮的問題 （ The challenge and problems China will face after entering WTO.） 面臨的挑戰(zhàn) (Faced Challenge) a. 準備接受符合食品法典要求的進口食品 (to prepare to accept imported food which is in accord with Codex.) b. 建立有效的食品衛(wèi)生控制體系 (to establish effective controlling system of food health) c. 與貿(mào)易伙伴廣泛地達成相互等同和認可的協(xié)議 (to achieve a mutually equal and acceptable agreement with mercial friend) 重點考慮的問題 (Problems should be thought over emphasis .) a. 制定各國自己的標準要盡量采用 Codex限量 (To establish own standards, every country take its best to use Codex.) b. 要進行膳食攝入量的研究 (To have a study of dietary intake) c. 對食源性疾病進行監(jiān)測 (To monitor the foodborne disease) 第四節(jié) 重點行業(yè)及特殊食品的監(jiān)督管理 Surveillance and management of some important industry and special foods 一、餐飲業(yè)的監(jiān)督與管理 (Surveillance and management of food and drink industry) 餐飲業(yè)在食品生產(chǎn)經(jīng)營行業(yè)中所占比例最高，據(jù)全國食物中毒統(tǒng)計， 60%以上的食物中毒發(fā)生在餐飲業(yè)，因而將餐飲業(yè)列為重點行業(yè)進行監(jiān)督管理是十分必要的。 Codex標準的實施可以減少食品貿(mào)易過程中的貿(mào)易障礙 (The implement of Codex can reduce the mercial barrier in food trade.) 。SPS協(xié)定采用食品法典委員會的標準作為食品安全決策上的依據(jù)。 ? SPS協(xié)定 衛(wèi)生與動植物檢疫 (SPS)規(guī)定在保護食品安全 , 防止動植物病害傳入本國方面是必要的。突出論述了實現(xiàn)技術(shù)協(xié)調(diào)的兩項基本措施(two basic measure) ：采用國際標準或?qū)嵤┩▓笾贫?(to adopt international standards or to carry out noticing system) 。 。 TBT協(xié)定 : 即貿(mào)易技術(shù)壁壘協(xié)定 (Agreement on Technical Barriers to Trade, ”，它是 WTO達成的一系列協(xié)議之一，世貿(mào)組織簽署的各項協(xié)議均構(gòu)成各成員必須遵守的法定合同。這些協(xié)議是世界上大多數(shù)貿(mào)易國通過談判簽署的，為國際商貿(mào)活動提供了基本的法律規(guī)則。 （二） CAC與國際食品貿(mào)易 (CAC and International Food Trade) WTO 世界貿(mào)易組織 (World Trade Organization)的簡稱，是致力于監(jiān)督世界貿(mào)易和使世界貿(mào)易自由化的國際組織 (It is a international anization which hammer at supervising world trade and impelling world trade liberalization.) 。 (content of Condex) 國際食品法典是動態(tài)的標準 (Codex is a dynamic standard.) 。 食品法典匯集了各項法典標準 , 各成員國或國際組織的采納意見以及其他各項通知等。所有食品法典標準都是根據(jù)標準格式制定并在適當條款中列出各項指標。它是一套由 CAC向各成員國推薦的 食品安全和質(zhì)量的國際標準、食品加工規(guī)范和準則 , 旨在保護消費者的健康并消除國際貿(mào)易間不平等的行為。 CAC現(xiàn)有包括中國在內(nèi)的 165個成員國，覆蓋了全球 98%的人口。 食品法典委員會 是聯(lián)合國糧農(nóng)組織（ FAO）和世界衛(wèi)生組織（ WHO）于 1962年建立的政府間協(xié)調(diào)食品標準的國際組織。 第三節(jié) 食品衛(wèi)生標準 standards of Food Hygiene ? (to formulate the maximal dosage standards of poison in food) 一般說來，根據(jù)食品中某種有毒物質(zhì)的最大容許含量便可制定食品中某種有毒物質(zhì)的限量標準，但在實際工作中還必須根據(jù)具體情況分析制定，適當調(diào)整。 第三節(jié) 食品衛(wèi)生標準 standards of Food Hygiene ? (confirm maximal acceptable content of every food) 為確定某種化學物質(zhì)在人所攝取的各種食品中的最高容許量各為多少，首先要經(jīng)過人群的膳食調(diào)查，了解含有該種物質(zhì)的食物總類，以及各種食品的每日攝取量。 第三節(jié) 食品衛(wèi)生標準 standards of Food Hygiene 例：已知上述農(nóng)藥的人體 ADI為每日 6mg/人 /日，據(jù)調(diào)查，此物質(zhì)進入人體總量的 80%來自食品，則人體每日由食物的攝入量不應超過 6mg／ kg 80%＝ 。 由于人體每日接觸的有毒物質(zhì)不僅來源于食品，還可能來源于空氣、飲水或由于職業(yè)原因的皮膚接觸等。如果一般成人體重以 60 kg計，則此農(nóng)藥成人每日最高攝入量不應超過 60=6mg/人 /日。所以，可以將 ADI理解為人體的理論最大無作用劑量 (If human absorb this matter everyday, the matter don’t bring any bad effect in this dose. The dose is indicated to every kilogram weight’s intake. The body’s daily exposure dose don’t exceed this matter’s ADI, otherwise the matter may cause trouble to human health. So we can recognize ADI as body’s maximal noneffect level in theory.) 。 第三節(jié) 食品衛(wèi)生標準 standards of Food Hygiene ? （ acceptable daily intake, ADI) 是指人類終生每日攝入該物質(zhì)后對機體不產(chǎn)生任何已知不良效應的劑量，以人體每公斤體重的該物質(zhì)攝入量（ mg/kg)表示。有時也用無明顯作用水平（ NOEL）或無明顯損害水平（ NOAEL）表示。 ② 食品 、 飲料或飼料中的添加劑 、 污染物 、 毒物 、 致病菌對人和動物健康的潛在危害 (the potential harm of additive, pollution, poison and pathogenic bacteria who exist in food ,drink and feedstuff) 。 WTO在其制定的 “衛(wèi)生和植物衛(wèi)生措施協(xié)定 （ SPS） ”中規(guī)定 ， WTO成員國應按以下兩種形式制定國家食品標準： （ 1） 按照食品國際法典委員會 （ CAC） 的法典標準 ， 導則和推薦指標制定食品標準或等同采用進口國標準 。 be good at summarizing and finding every qu
