They try to help the customers get benefit in terms of logistics, also acquire profit for , the TPL enterprises have to turn to high efficient logistics business,informationized logistics management, modernized logistics facilities, specialized logistics operation, and scale logistics volume. The TPL enterprises should possess the capacity and advantages beyond the supplier and buyer, so that both the supplier and buyer would like do business with them. For this purpose, the TPL enterprises must optimize their service to conform to high standard and low price. In this way, both the supplier and buyer feel that, if they do business with such a pany, they not only spend less money, but also save worry, labor and time. TPL service firstly gives ―operation benefits‖ to one hand, by TPL service, the TPL panies provide the customers with the logistics service or production elements necessary for logistics service that th ey can not provide themselves. That is the important reason for appearance and development of logistics outsourcing. The internal logistics system of enterprise can hardly satisfy the demand of logistics activities due to the re strictions of either necessary exper tise or the technical conditions. It is also not economic for the enterprise to solve this problem by itself. On the other hand, the operation behavior of enterprise internal management is improved more fl this way, the coherence between quality and service and between speed and service are improved to make the logistics operation more efficient. 2.
