But as for its definition and field, there is no unit understanding in governments of all levels and the academia. Hence, when some concrete tasks, such as policy, law , management,support, and even economic statistic, are involved, it is rather difficult to cope with. On the basis of the thorough study of the present state of the cultural industry in our country, and the theory of definition of culture, this paper puts forward the following definition: all the production and service of modity deal which are provided to raise the quality of human life, especially the mental life, can be called the cultural industry. This definition makes the consumption line of human39。s basic need of existence and life the lower limit to define the cultural industry. It is similar with the law and guideline of the Engle coefficient in statistics. Hence, it has continuous instructive function and statistics meaning.
