R. ChinaAbstract Based on the national innovation system approach, the relationship between the industrial clusters and innovation capabilities of a region is discussed in the paper. Industrial clusters facilitate the interactive learning and hence promote the regional innovation performance. Some lessons are drawn from the existing experiences and the suggestions to form the innovation policies based on clusters are put forward.
