Typically broken down by discipline or contractor (. civilwork, steel erection, etc). JHAs will be pleted early by the lead or area manager or contractor and reviewed for concurrence by the HSE manager. Training, materials and equipment can then be coordinated to ensure safe productivity. The people who need to work with permits only can work after being trained properly and getting the related qualifications. ? 進行危害辨識與風險評價，在此基礎上制定風險的削減和控制措施、應急處理措施，并組織進行交底，使職工掌握控制危害和應急處理的技能和意識； Recognize hazards and assess risks, on the basis of which develop the cost reduction and control/emergency measures, and anize training about them to make employee master the skills and improve awareness on hazards controlling and emergency handling. ? 對施工人員從事專項作業(yè)的能力及身體狀況進行檢查、確認、備案； Inspect, confirm and register the petence and health conditions of constriction people who engage in special works. ? 配備符合 HSE 管理要求的施工設備、設施； Equip construction equipment and facilities that are in pliance with HSE management requirements. ? 對現(xiàn)場預制場地、辦公室、休息室、倉庫等臨設進行合理布局，施工機具應定點擺放，并滿足 HSE 管理要 求； Make a reasonable layout for temporary facilities including prefabrication workshops, offices, rest rooms and warehouses etc.. The construction machines and tools should be kept in a fixed place and meet the HSE requirements. ? 提供現(xiàn)場救護所必備的場所、設施、器材、車輛和人員； Provide the necessary places, equipment, facilities, vehicles and personnel for site first aid. 班組作業(yè)前準備的主要內(nèi)容 Main preparation before group working ? 進行施工方案、措施的交底，熟悉現(xiàn)場，確認安全技術(shù)措施落實到位，熟悉作業(yè)過程中的 HSE 注意事項； Give out the construction program and measures, be familiar with site, make sure safety technical measures are carried out and be familiar with the HSE attention items during the working process. ? 檢查施工工具、機械設備的性能確認其完好； Check the performance of construction tools and machinery equipment and make sure they are all in good conditions. ? 辦理特殊作業(yè)許可手續(xù)； Transact the formalities of the special work for permits ? 配備必要的勞動防護用品，并進行檢查。 Equip the necessary personnel protection equipment and check accordingly 在現(xiàn)場設施或人員進入現(xiàn)場工作前， CCC 項目部將依照 PMC 的施工前 HSE活動程序（附件 2）的詳細敘述，應用風險管理程序來盡可能減少工作中的風險。 Before site construction or employee entering into jobsite, CCC project team should apply risks management procedures to minimize the risks during work according to details of PMC HSE activities before construction procedure (Attachment 2). 工作許可證 Permit To Work (PTW) PTW（工作許可證）制度是一個關(guān)鍵的核心過程程序。在非日常的或其它危險條件下進行的、一切屬于一般或危險工作程序范疇的任何操作都將要在有PTW（工作許可證）的前提下完成。項目的所有職工要遵守項目 PTW（工作許可證）制度及其連帶程序，除非有一個正確填寫并獲批準的工作許可證并在有效期內(nèi)， PTW（工作許可證）所涉及的活動均不得開始。 The PTW system is a critical core process programme.
