為貫徹執(zhí)行《中華人民共和國建筑法》和《中華人民共和國防震減災(zāi)法》，實(shí)行以預(yù)防為主的方針，減輕地震破壞，減少損失，對現(xiàn)有構(gòu)筑物的抗震能力進(jìn)行鑒定，并為抗震加固或采取其它抗震減災(zāi)對策提供依據(jù)，制定本標(biāo)準(zhǔn)。符合本標(biāo)準(zhǔn)要求的現(xiàn)有構(gòu)筑物，在預(yù)期的后續(xù)使用年限內(nèi)應(yīng)具有相應(yīng)的抗震設(shè)防目標(biāo)：后續(xù)使用年限為 50 年的現(xiàn)有構(gòu)筑物，應(yīng)具有與現(xiàn)行國家標(biāo)準(zhǔn)《構(gòu)筑物抗震設(shè)計(jì)規(guī)范》GB 50191 相同的設(shè)防目標(biāo)。后續(xù)使用年限少于 50 年的現(xiàn)有構(gòu)筑物，在遭遇相同的地震影響時(shí)，其損壞程度略大于按后續(xù)使用年限 50 年鑒定的構(gòu)筑物。本標(biāo)準(zhǔn)適用于抗震設(shè)防烈度為 6~9 度地區(qū)的現(xiàn)有構(gòu)筑物的抗震鑒定，不適用于新建構(gòu)筑物的抗震設(shè)計(jì)和施工質(zhì)量的評定。抗震設(shè)防烈度，一般情況下，應(yīng)采用現(xiàn)行國家標(biāo)準(zhǔn)《中國地震動(dòng)參數(shù)區(qū)劃圖》GB18306的地震基本烈度或現(xiàn)行國家標(biāo)準(zhǔn)《構(gòu)筑物抗震設(shè)計(jì)規(guī)范》GB 50191 規(guī)定的抗震設(shè)防烈度。行業(yè)有特殊要求的構(gòu)筑物，應(yīng)按專門的規(guī)定進(jìn)行鑒定。注：本標(biāo)準(zhǔn)將“抗震設(shè)防烈度”簡稱為：“設(shè)防烈度”。現(xiàn)有構(gòu)筑物，應(yīng)按現(xiàn)行國家標(biāo)準(zhǔn)《建筑工程抗震設(shè)防分類標(biāo)準(zhǔn)》 》GB 50223 的規(guī)定分為四類，其抗震措施和抗震驗(yàn)算應(yīng)符合
